Description
ALL OFFERS AND/OR QUESTIONS MUST BE DIRECTED TO KATHLEEN.CTR.VOSS@FAA.GOV IN WRITING. NO PHONE CALLS PLEASE. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC), Atlantic City International Airport, Atlantic City, NJ, has a requirement for Storage & Workspace System toolboxes and parts cabinet installation. Scope of Work: The FAA William J. Hughes Technical Center, Structures & Propulsions Branch (ANG-E28) intends to replace old work benches and parts storage cabinets in building 211, and replace with new ones. The new toolboxes, work benches and parts storage cabinets must be made of painted metal material with a durable wood top work surface. Tool boxes must be easy to maneuver within the work area, and will require heavy duty swivel wheels that can be locked to prevent rolling. Parts storage cabinets may use plastic bin inserts or parts divider inserts but the main structure must be of a painted metal material. Tool box and cabinet must also have durable pull out roller type drawers for easy access. Preferred color of cabinets must be either a lighter shade of blue or gray but can be discussed further if those colors are not available. The Contractor must provide all labor, material tools, equipment, supervision and other related items required to complete the project as per scope of work, specifications, and attached drawings. All work must be performed in accordance with the attached drawings and specifications. All work must be performed during normal business hours, Monday through Thursday. NOTE: Contractors are advised to visit the site to verify the existing site conditions to develop their proposal. The scheduled start date of the work will be mutually agreed upon between the FAA and the Contractor, on or about May 20, 2015. The completion date of the work will be within one week (Monday thru Thursday - four day work week) after the start defined in the contractor ™s proposal. The anticipated Period of Performance is one month from date of award, to include delivery and installation. This is a competitive, full and open procurement utilizing the Lowest Price Technically Acceptable process. The resulting contract will be a Firm Fixed Price Purchase Order. The North American Industry Classification System (NAICS) Code for this requirement is 332999, Miscellaneous Fabricated Metal Product Manufacturing. The following timeline and submission requirements for this effort are indicated below. If a quote is submitted without all required information as stated in this section, the quote will be eliminated from further consideration and deemed ineligible for award. 1.) Timeline: A. A site survey to verify the existing site conditions for the purpose of developing your quote is scheduled for April 7, 2015 from 1:00 pm to 2:00 pm Eastern Standard Time (EST). Please contact FAA Point of Contact, Jeff Warner, jeff.warner@faa.gov with questions regarding the site survey and/or to register your participation by 4:00 pm on March 31, 2015. A photo ID (Driver ™s License) will be required to gain access to the facility. B. Questions regarding this RFQ must be submitted to Kathleen Voss no later than 1:00 pm on March 31, 2015. C. Quotes must be submitted to Kathleen Voss no later than 1:00pm EST on April 24, 2015. OFFERS RECEIVED AFTER THAT DATE WILL NOT BE CONSIDERED. 2.) Delivery Requirements: Quotations must be submitted electronically and must comply as indicated below: (1) Confirmation that the offeror will complete the installation within 60 days of contract award. (2) Confirmation that the offeror will perform the requirement on site at the Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC), Atlantic City International Airport, Atlantic City, NJ. (3) A Firm Fixed Price quote with materials and installation priced separately. (4) An executed copy of the attached Business Declaration must be submitted along with your quote. (5) All Prospective vendors must be registered in the System for Award Management (SAM) website https://www.sam.gov/portal/publics/SAM) for consideration of this award. (6) Offerors are cautioned to read the attached Terms and Conditions carefully, as they will be incorporated in the final award. The FAA will not pay for any information received or costs incurred for preparing responses to this announcement. Therefore, any costs associated with a response to the RFQ are solely at the interested vendor's expense. A tiered evaluation of offers will be used in source selection, and offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. The CO will specify the tiered order of precedence for evaluating offers. An example of a tiered order of precedence is (descending in order): (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program. (b) Service-disabled veteran owned small business (SDVOSB); (c) Very small business; (d) Small business; and (e) Other than small business. Once offers are received, the CO will evaluate a single tier of offers according to the order of precedence specified above. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made with ample competition.
