- 1. INTRODUCTION The Federal Aviation Administration (FAA), William J. Hughes Technical Center (WJHTC), located in Pomona, NJ has a requirement for construction. The purpose of the project is to construct an expansion to an existing building. The new area of the building will be a single story pre-engineered structure totaling about 10,000 gross square feet. The interior will remain as an unfinished shell space with the exception of finished and enclosed toilet, janitor ™s closet, and mechanical room. An additional future toilet will be enclosed but unfinished. There will be two large manually operated exterior coiling doors and three exterior personnel doors. An existing door will connect to the existing building area. The new building will have a peaked roof and will have 24 foot free clearance to structure above the existing finished floor level. The building will include HVAC, electrical, fire suppression, fire alarm/security, plumbing, and lighting services. The new building will incorporate lightning protection. Site lighting will be provided to facilitate entry and exit to and from the site. 2. PERIOD OF PERFORMANCE The FAA anticipates award of a Firm Fixed Price Contract for early August. The performance period is estimated to be 150 calendar days, following the issuance of a Notice to Proceed. 3. North American Industry Classification System (NAICS) Code The applicable NAICS code for this procurement is 236210; Industrial Building Construction. The size standard for this NAICS code is $36,500,000.00. The vendor must be capable of performing, with its own workforce, not less than 25% of the work which does not including the cost of materials and equipment. 4. PROCUREMENT PHASES This procurement will be done in three phases. Phase I “ Preliminary specifications are attached (Attachment I) as a means of outlining the broad scope of the work. This broad scope is to give vendors an idea of the size of the project and the resources it will require. It is meant to be informational only. Also attached to this posting is a list of pre-qualifications (Attachment II). Vendors interested in being considered for this requirement must respond to the pre-qualifications, and submit their responses, along with a completed Business Declaration (Attachment III) in writing to veronica.anderson@faa.gov no later than 3:00 p.m., April 1, 2015. Phase II “ Once all of the pre-qualifications have been collected, they will be evaluated by the program office as acceptable/unacceptable. Vendors must meet all of the requirements in the prequalification criteria to be considered acceptable to move on to Phase III. Phase III “ The FAA will invite all of the pre-qualified vendors to a mandatory site visit, at which time final drawings and specifications, and a complete Request for Proposal (RFP) Package will be distributed. The FAA will not pay for any information received or costs incurred in attendance of the site visits or preparing responses to this announcement. Therefore, any costs associated with the site visit or response to the RFP is solely at the interested vendors ™ expense. 5. DELIVERY INFORMATION Interested vendors must respond to this announcement via email to veronica.anderson@faa.gov by 3:00 pm, April 1, 2015; late responses will not be considered. Responses must include the following: (a) Pre-qualification information as detailed on Attachment II (b) Completed Business Declaration (Attachment III) 5. OTHER INFORMATION (a) All potential vendors must be registered in the System for Award Management website (https://www.sam.gov/portal/public/SAM/) for consideration of this award. (b) Potential sources are cautioned that further public announcements may not be made and the RFP along with SOW documents will only be released to the qualified vendors invited to the site visit. (c) Questions about this announcement must be submitted in writing to Veronica Anderson at veronica.anderson@faa.gov no later than March 29, 2015, 2:00pm (local time). A question and answer period regarding the bid documents may open at a later date. (d) The estimated price range for this project is $1,500,000.00 to $2,500,000.00.
