- Contract Provisions/Clauses Past Performance Questionnaire - Please complete and attach to quote Electronic Work copy of Combined Synopsis/Solicitation Service Contract Act Wage Determinations Performance Work Statement Performance Requirements Summary Combined Synopsis/Solicitation For Standard Operating Procedure Development Service This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and written solicitation will not be issued. This solicitation is issued under Request for Quotation (RFQ) number R15PS00611. This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular FAC 2005-80 dated March, 2nd 2014. The North American Industry Classification system code (NAICS) is 561410 size standard of $15 million. This is a total small business set aside. The Grand Coulee Power Office intends to award one firm-fixed price contract to a responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government. Evaluation factors are past performance, technical, and price. Description of Requirement: The Bureau of Reclamation, Grand Coulee Dam Power Office (GCPO), Grand Coulee Dam WA, has a requirement for Standard Operating Procedure (SOP) Development Service. The contractor will be responsible for updating and creating new SOPs and associated documents for the Third Powerhouse/500 kV Switchyard Relaying and update other additional existing GCPO references affected by the new SOP. The SOPs will be primarily used by GCPO operators to understand the function of the new equipment and how the equipment is used in the system in which they are installed. The quoter must adhere to the Performance Work Statement (PWS) attached to the solicitation.
