- MCMWTC15RFI01 This is a Request For Information (RFI) issued by the Marine Corps Mountain Warfare Training Center (MCMWTC) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The MCMWTC is requesting information and rough order of magnitude (ROM) estimate of cost for seven (7) John Mules to be used as pack animals. These pack animals will be used for training individuals on the proper use of pack animals through mountainous terrain. The MCMWTC is requesting information from industry for vendors with the capability to provide the John Mules being requested. The draft requirements for these animals and determination process are as follows: Qty: (7) Description: Sex: Male Age: 6 - 9 years old Height: 14 - 15 Hands tall Mules shall be Broken to Pack, stand for shoeing, clipping of mane and tail, and load in and out of trailers Other Requirements: Contractor shall provide the following: - Facility to accommodate a 2 - 3 man team for a period of 7 - 11 days for hands-on examination of the proposed animals. This 7 -11 day period will be used to determine if the animals meet the above criteria. - Certificate of Health from a licensed veterinarian for each proposed. - Negative Coggins test results for each proposed animal. - One-year warranty to include a one-for-one exchange policy on the animals purchased from the resulting contract. MCMWTC requests information on vendors that can provide John Mules meeting the above criteria and facilitate the selection process. If other options are available, interested vendors may submit proposed plans. If MCMWTC decides to purchase these systems then MCMWTC would issue a firm-fixed price contract. Examples of what key technical evaluation criteria might be included in a potential future purchase are the following; (Begin Potential Evaluation Criteria) EVALUATION Due to MCMWTC's location, only quotes from vendors within 1000 miles of the MCMWTC will be considered for award. A purchase order will be awarded using Simplified Acquisition Procedures to the vendor whose quote represents the Best Value to the Government. An award determination will be made using Lowest Price Technically Acceptable (LPTA) source selection process. Evaluation Criteria using LPTA are: 1. Price *The lowest quote received will be evaluated first. If the lowest quote is found to be technically acceptable, no further evaluations will occur. If the lowest quote received is NOT technically acceptable, the next lowest quote received will be evaluated. This process will continue until an award decision is reached. (End Potential Evaluation Criteria) Interested parties should submit the information requested herein, as well as a ROM cost estimate. This RFI is for planning purposed only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of MCMWTC to acquire and product or services. The MCMWTC does not to intend to award a contract based on this RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the MCMWTC to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
