Description
Pursuant to Federal Acquisition Regulation (FAR) Part 10 and in support of the Student Transportation Security Services Program (STSSP), Mediterranean Sector (District), the Department of Defense Dependents Schools-Europe (DoDDS-Europe) Procurement Office is currently conducting market research to identify potential responsible sources to provide security training to school bus drivers and safety guides in Italy and Spain. The estimated numbers of personnel who are to receive training are 300 in Italy and 35 in Spain. Training shall be conducted in the language of the host nation. This Request for Information is issued solely for purposes of conducting market research and does not constitute a Request for Proposals, Invitation for Bids, or Request for Quotations and does not obligate the Government to any current or future commitment. The Government will not pay/reimburse any costs or charges resulting from contractors' submission of responses to this RFI. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FEDBIZOPPS) website. Period of Performance of services will be 1 July 2015- 30 June 2016, with four 12-month options. The purpose of this security training is to give school bus drivers and safety guides a working-level awareness of the threat, and instruct them in basic anti-terrorism and -crime practices and techniques tailored to student transportation in the two host nations. The training has three parallel objectives: (a) promote a synergistic bus driver-safety guide effort in furtherance of student security; (b) equip bus drivers with essential security-related skills; and (c) equip the safety guides with essential security-related knowledge and skills so that they can perform student transportation security tasks as an adjunct to their student transportation safety responsibilities. Potential contractor's management responsibility includes furnishing all personnel, supplies, and materials; direction and active quality control supervision; development, preparation and submission of required curricula and report template; and delivery of threat awareness and antiterrorism and crime practices and techniques training to bus drivers and safety guides at five sites in Italy and one site in Spain. Curricula Development: The contractor shall develop training curricula for two courses of instruction, base and annual refresher for bus drivers and safety guides as follows: a. Base Course for Driver: Between 3.00 to 4.00 total instructional hours Annual Refresher Course: Between 1.50 and 2.00 total instructional hours b. Base Course for Safety Guides: Between 5.00 to 6.00 total instructional hours Annual Refresher Course: Between 2.50 and 3.00 total instructional hours c. Main and Mandatory topics include: 1. Introduction and Orientation to Terrorism and Crime 2. Vehicle Security Inspection 3. Surveillance Detection and Recognition of an Attack in Progress 4. Security Emergency Response 5. Protection and Non-Disclosure of Student Transportation Program and Security Information The contractor shall ensure that selected training instructors are (a) qualified and experienced in instructional methods and techniques; (b) trained and experienced in security (anti-terrorism subject-matter expert); and (c) able to speak English and the official language of the host nation in which the training takes place.
