- Synopsis - ABO and LN2 for Multiple Locations in Europe and Africa The Government intends to solicit on a unrestricted Full and Open Competition basis for the f.o.b. destination delivery of Liquid Nitrogen Type II, Grade B, IAW CID A-A 59503C, dated 3 March 2011, NSN: 6830-00-285-4769 & Aviator's Breathing Oxygen, Type II, IAW MIL-PRF-27210J dated 7 Aug 2013, NSN: 6830-00-808-9531. The Contractor shall provide all supplies, management, tools, equipment, labor, and transportation necessary for the delivery of ABO/LN2 into Government-owned and Contractor-provided storage tanks located at the following locations: RAF Mildenhall, UK NAS Sigonella, Italy RAF Lakenheath, UK Moron AB, Spain RAF Fairford, UK Rota Naval Station, Spain Ramstein AB, Germany NSA Souda Bay, Greece Spangdahlem AB, Germany Incirlik AB, Turkey Aviano AB, Italy Camp Lemonnier, Djibouti, Africa The total estimated contract quantity is approximately 1,173,300 gallons of ABO and 1,070,000 gallons of (LN2). The Government intends to award Fixed Price Requirements type contract(s) using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The estimated period of performance is from 1 October 2015 through 30 September 2020. The solicitation will also contain line items for associated services such as Hot Fills, Tank Over-Pressure Protection, Emergency Delivery, Detention Cost and Installation/ Removal of Contractor-Provided Tanks for select locations. Offerors are required to have the capability to support bulk shipments. Award will be made to the offeror(s) determined to be the most value to the Government, price and other factors considered. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or about 13 April 2015 and will be posted to the FedBizOpps web page ( http://fbo.gov/ ). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable.
