Description
THIS POSTING IS FOR CLARIFICATION PURPOSES ONLY. THE U.S. GOVERNMENT WILL NOT REIMBURSE RESPONDENTS, TO THE AUSTRALIA LAND154 ITR, FOR ANY COST ASSOCIATED WITH THE SUBMISSION OF INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR RESPONSES. On 27 Feb 2015, the Australian Defence Materiel Organisation - Office of Special Counsel published an Invitation To Register (ITR) on AusTender for Force Protection Electronic Countermeasure Systems with a response date of 10 Apr 2015. https://www.tenders.gov.au/ ATM ID: DMOESD/ITR0039/2015 PM Electronic Warfare (EW), along with the Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA-DE&C), have determined an approach to enable U.S. companies the ability to respond to the LAND154 ITR by the closing date of 10 April 2015. U.S. Companies interested in responding to the ITR must request an export license in order to release technical data that is not in the public domain. The average processing time for such technical data export licenses can be twenty-five days or longer, so it is unlikely that U.S. companies could get a license before the ITR closing date. That said, if U.S. companies request the assistance of PM EW in approving information to allow a response to the ITR, the Army will consider certifying exemptions to the International Traffic in Arms Regulation (ITAR) providing they are already registered with the U.S. Department of State's Directorate of Defense Trade Control (DDTC). This shall allow U.S. companies to provide ITAR-controlled data in their ITR responses. Given the sensitive nature of the systems and technologies involved in the proposed LAND154 acquisition, PM EW, with the support of DASA -DE&C, will work within the context of our U.S. Government policies regarding RC-IED systems to assist Australia in their efforts to acquire an effective and interoperable RC-IED system.
