- THIS IS A SPECIAL NOTICE ANNOUNCEMENT ONLY. The Naval Facilities Engineering Command (NAFVAC), Southwest, San Diego, California will be conducting an Industry Forum to discuss technological recording mediums and approaches to record Rock Art on Naval Air Weapons Station (NAWS) China Lake, California. As stewards of these cultural resources under the National Historic Preservation Act (NHPA), NAWS China Lake has the responsibility of recording and identifying cultural resources. The purpose of this industry forum is to solicit input about innovative technologies, such as iPads, Global Positioning System (GPS), laser range finders, digital photography, Laser Illuminated Detection And Ranging (LIDAR), or drones outfitted with high resolution cameras and mapping software that will provide the best results considering factors such as time, cost, portability, ease of use, ability to record individual panels and condition. NAVFAC Southwest welcomes participants to discuss these as well as any other medium not listed above with the possibility of issuing a contract or cooperative agreement in the future. NAWS China Lake is responsible for managing the largest concentration of rock art in the Western Hemisphere. Approximately 10 percent of the cultural properties at NAWS China Lake contain some form of rock art. Recordation and management of this resource has proven difficult given that there is no reliable documentation related to the exact location of individual petroglyphs or panels. There have been several attempts to record the rock art located within the canyons of the Coso Rock Art National Historic Landmark (Landmark). These attempts include the use of electronic distance measuring devices and the recordation of individual panels or rock art through drawings and point plotting; however, the attempts have either proven to be of limited management use, or have failed completely because of the inaccuracy of the reporting or the amount of rock art has overwhelmed the effort. The purpose of the Industry Forum is to provide a brief overview of this upcoming requirement, as well as to obtain valuable feedback from industry. This Industry Forum will also serve as part of the Navy ™s market research to determine any potential 8(a), HUBZone, Service Disabled-Veteran Owned, Woman-Owned Small Business, Economically Disadvataged Women-Owned, and sources that may be interested in and capable of performing the work. The North American Industry Classification System (NAICS) Code for this acquisition is 541720 Archaeological research and development services. An Industry Forum will be held on Tuesday, April 28th, 2015 at 0900 at the Naval Facilities Engineering Command Southwest, 937 North Harbor Drive, Building 1, Nautical Room, San Diego, California 92132. Those firms who are interested in attending shall email Jean Peterson at jean.peterson@navy.mil no later than April 20th, 2015, providing your Company name, the name, title, email address and phone number of the attendee(s) to confirm their appointment. Based on the response multiple sessions may be held. Therefore, the exact time for the firm ™s attendance and instructions to allow entry into the Government building will be confirmed via email response to the request.
