This notice is intended strictly for market research. The purpose of this Sources Sought is to determine the interest and capability of potential qualified sources relative to the North American Industry Classification Code (NAICS) 488190 - Other Support Activities for Air Transportation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Offerors are reminded that only Contracting Officers are authorized to commit the government to the obligation of funds. At this time no solicitation exists; therefore, do not request a copy of the solicitation. Joint Base McGuire-Dix-Lakehurst, New Jersey (JB MDL) is seeking interested contractors for a contract to evaluate the interior and exterior damage and provide a detailed cost estimate for a P-38 static display aircraft restoration. The contractor will furnish all labor, tools, and materials necessary to accurately evaluate the interior and exterior structural damage to the static display aircraft on JB MDL. The evaluation will include, but not limited to, the following: scrutinizing fasteners, sheet metal condition, corrosion, cracks, canopy condition, fiberglass deterioration, water damage, and paint. If an agent or solvent, either liquid or powder, is necessary to determine the degree of damage, all products used must be EPA designated and on the USDA biomaterial list. The evaluation must begin no later than 14 days from the contract award date. The P-38 interior and exterior structural damage evaluation and restoration cost estimate must be completed by the contractor within 15 days from the performance start date. The completed detailed evaluation and cost estimate must be submitted to the 305 AMW/HO no later than 10 days from the evaluation completion date. The P-38 static display aircraft evaluation will occur at an indoor hanger to be determined by the 306 MW Maintenance Group (305 MXG) on Joint Base McGuire-Dix-Lakehurst. The contractor must ensure the work area is completely cleaned prior to contract closure. Please submit responses to Rosanna Cochran at rosanna.cochran@us.af.mil. Responses are to be submitted no later than April 10, 2015 at 4:00 p.m. Eastern Standard Time. Interested parties are highly encouraged to submit the following minimum information: 1. Company name and address. 2. Company point of contact name, telephone number, and email address. 3. Company business size and status relative to NAICS 488190, $30 million size standard, (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), and the number of years in business. 4. If the company holds a Federal Supply Schedule (FSS) Contract, please list the GSA Contract Number and relevant SINS. 5. Capabilities/Qualifications: A short written response providing clear and unambiguous stating your capacity to fulfill this requirement. 6. Please note any major differences in the government's requirement and similar requirements found in the commercial marketplace. 7. Identify any particular requirement that will drive up costs and/or risks to performance in meeting our mission.
