- SOO The National Institute of Food and Agriculture (NIFA) is an agency within the U.S. Department of Agriculture (USDA). NIFA is one of four USDA agencies that make up its Research, Education, and Economics (REE) mission area. NIFA's mission is to lead food and agricultural sciences to create a better future for the nation and the world by supporting research, education, and extension programs in the Land-Grant University System and other partner organizations. NIFA primary functions are to fund research, education, and extension activities at the national, state and local level and provide program leadership in these areas. The USDA Agricultural Research Service (ARS) is currently planning to procure technical services in support of NIFA's land grant mission. This effort will include professional support and services on land grants management, data management, information technology application development, IT system administration support, IT security, management support services, general administrative support, data analysis and processing, and many more. The tentative acquisition strategy is to issue a multiple award Blanket Purchase Agreement (BPA) to capable vendors. The proposed acquisition may be conducted under the following North American Industry Classification System (NAICS) codes: 541519, 541511, and 518210. THIS IS A SOURCES SOUGHT NOTICE ONLY AND A SOLICITATION IS NOT CURRENTLY AVAILABLE. This notice is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Government. The information collected will be used for market research to define the government's requirements and create the appropriate acquisition strategy. Responding to this notice does not automatically include the responder on any bidders list, if such a list is developed. Depending on the quantity and quality of the responses received, the criteria may serve to generate the initial pool of potential contractors to be invited to respond to a resulting solicitation. All vendors must be registered in the System for Award Management (SAM) database as required by FAR 4.1102 to be considered for any awards. See FAR 52.204-7 for registration instructions. It is the vendor's responsibility to monitor FBO for any amendments. Any interested vendor that feels able to fulfill the requirement shall submit supporting documentation via email to Travis Heller at the following e-mail address: travis.heller@ars.usda.gov. NO PHONE CALLS WILL BE ACCEPTED. Capability statements can be submitted (maximum two (2) pages). Company promotional material will not be accepted. Potential bidders are requested to provide comments and/or questions regarding the draft SOW. Questions/comments must be submitted as a separate attachment from the capability statement. The Government intends to publish the questions and comments received. The deadline for responses to this Sources Sought Notice is specified above.
