- Draft PWS Sources Sought Notice This is a Request for Information Project Title: Technical Support for the Science, Mathematics, and Research for Transformation (SMART) Scholarship-for-Service Program We are issuing this sources sought synopsis as a means of conducting market research to identify firms having an interest in and the resources to support the Science, Mathematics, and Research for Transformation (SMART) Scholarship-for-Service Program. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611, Administrative Management and General Management Consulting Services. THERE IS NO SOLICITATION AT THIS TIME This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Questions concerning submissions should be directed to Mr. Gabriel Wright, Contract Specialist via email at Gabriel.g.wright.civ@mail.mil. No phone calls will be accepted. We seek information on firms' abilities to support the SMART Scholarship Program. Supporting the program requires an effective and efficient advertising and recruitment program that is distributed widely among U. S. citizens interested in graduate and undergraduate science and technology programs. Support is needed to recruit applicants, collect application materials, and support an application process that includes applicant evaluation, administration of the scholarships, and tracking scholarship recipients. If your firm has the potential ability to perform these contract services, please provide the following information: 1) A brief five to seven page capabilities' statement. The capabilities' statement should address the Technical Areas for Support Services identified below and demonstrate how the firm's performance during the last three years is relevant to the listed technical areas. Firms will add the following statement at the end of their capabilities statement and respond with an ‘X': "If this project becomes a definite requirement and an RFP is issued, our firm expects [ ] or does not expect [ ] to submit a proposal." 2) Company name and address 3) Company Point of Contact, phone number and e-mail 4) DUNS and CAGE Code Number 5) NAICS codes associated with the company 6) Socio-economic categories associated with the company (i.e. SDB, WOSB, SDVOSB, 8(a), etc.) 7) Identify contracts your company has been awarded under NAICS 541611, Administrative Management and General Management Consulting Services. 8) Point of Contact, phone number, and emails of individuals who can verify the demonstrated capabilities identified in the capability statement Technical Areas for Support Services Firms submitting a response to this Notice should address performance of the following technical areas in their capabilities statement: 1. Promotion of SMART Scholarship Program The contractor shall publicize and promote the SMART Scholarship Program to attract the highest qualified prospective applicants. The outreach effort shall include approved design and distribution of advertising and application materials and an appropriate method to reach audiences from which qualified applicants will be drawn. The outreach effort shall be wide ranging, national in scope and comparable to other nationally renowned undergraduate and graduate level science and technology programs. The following is list of possible promotional activities: • Electronic Announcements • Color Posters • Posting in related academic newsletters, journals, and relevant publications • Personal appearances at appropriate industry association conferences and on campuses • Full-length articles, written by government employees with contractor's assistance, are published in professional magazines • Advertisements in professional journals and magazines The target audiences of the promotion of the SMART Scholarship Program shall include U.S. colleges and universities, appropriate industry and student professional and academic associations, National Defense Science and Engineering Graduate Fellowship and National Science Foundation award recipients whose award periods are ending by have not yet completed their degree programs, deans and department chairs in STEM disciplines at U.S. colleges and universities. 2. Administrative Support for the SMART Scholarship Program The contractor will need to provide daily administrative support of the SMART Scholarship Program. The contractor shall provide full life-cycle support for the Program from collecting applications to ensuring students complete their service commitments. The contractor shall assist the government in setting up Evaluation Panels during the selection phase to ensure that DoD have the most qualified candidates. The contractor will need to provide participant and orientation services to the students enrolled in the program. The contractor will monitor students' progress in the program to ensure they are meeting the service commitments by graduating and assigned a duty station upon graduation. 3. Administration Payment of Stipends and Tuition The contractor shall establish administrative files for each new scholarship recipient and information will be entered into a database. Presently, the scholarship provides stipend, textbook/miscellaneous allowances, and full tuition and required fees to the institution attended by the scholarship recipient. The annual stipend for scholarship recipients will be determined for each year for each class. Stipends are determined by the government. Stipends are paid monthly directly to the fellows while tuition and fee payments are paid based on institutional billing practices. The contractor shall implement an electronic direct deposit system to effectively distribute stipend and academic fees even during peak payment periods. 4. WEBSITE CONFIGURATION The contractor shall create, host, and maintain the SMART Scholarship Program website to include: modern, secure, accessible, reliable, and flexible frame work. • SMART Scholarship Program information • Application portal • Evaluation and Selection panel portals • Program Award Winner portal containing forms and information specific to program and participant status • Virtual orientation presentation or webinar for SMART Scholarship Program Award Winners • Administrative portal to permit access to participant data and files for statistical and management purposes readily accessible and easily manipulated into reports and charts Updates to the website will be required at various times within the scholarship lifecycle. The contractor shall have the ability to provide fully operational website support within 15 days of contract award. This requirement is imperative to the success of the SMART Scholarship Program, thus, no exception and/or deviation to this requirement will be allowed under this PWS. A Draft PWS is attached for information purposes only. The Draft PWS should provide more context for the 4 program objectives stated in the sources sought. Submission Requirements The Due Date to submit a response to this Notice is 24 April 2015 by 10:00 am EST.
