- Exelis - Software License, Maintenance, and Support The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the Eastern Region Acquisition Division (ERAD) Simplified Acquisition Branch on the behalf of the National Ocean Service (NOS), National Geodetic Survey (NGS) in Silver Spring, Maryland intends to negotiate on a sole source basis with Exelis Visual Information Solutions using the procedures in FAR Parts 6 and 13. NGS requires a capable party to supply support, maintenance, and licensing of Exelis ENVI/IDL software. The period of performance is August 1, 2015 through July 31, 2016 and contains four one-year option periods. Exelis software is required to allow the office to support the congressionally-mandated Coastal Mapping and Airport Survey missions. This software is required to manage, process, visualize, and analyze the data collected from the surveys of the national shoreline. NGS has utilized Exelis software since 2005. This software as well as the support and maintenance of the licenses are proprietary in nature. Exelis is the exclusive manufacturer, developer, direct sales channel and distributor of the required software. The statutory authority for other than full and open competition is FAR 13.106-1(a)(2)(b)(1)(i), Only one responsible source. The applicable NAICS code is 511210 with a Small Business Size Standard of $38.5 million. The Product Service Code, (PSC) is D319. This notice of intent is not a request for competitive quotes, however, all quotes received by 11:00 A.M. EST on April 21, 2015 shall be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the requirement. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. A firm fixed-price purchase order will be made using FAR 13, Simplified Acquisition Procedures. Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
