- The solicitation is issued as a Commercial Item Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about April 8, 2015. Description: The government intends to secure services for several tasks such as conifer measurements, vegetation biomass harvesting, forest floor measuring and collecting, and soil bulk density sampling for seven of the 12 study sites of the Pacific Southwest Region's Long Term Soil Productivity Study (LTSP). The work will be spread among the sites over the next five years. Work generally will take place in late summer of each year at the designated site. The sites are listed with specific time frames when the tasks are to be performed. Unless otherwise provided, the Contractor shall furnish all labor, transportation, equipment, tools,supervision, materials and any necessary incidentals to accomplish work on this project Location: The study sites are located in several forests throughout northern California. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than 3:00 p.m. PDT on date indicated on solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
