Description
THIS IS A REQUEST FOR INFORMATION (RFI)ONLY - This RFI is released pursant to FAR 15.201(e). It does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI/Sources Sought. All costs associated with responding to this RFI will be solely at the interested parties expense. The Army Contracting Command-TACOM-Warren (RRAD), the Production and Engineering Division, Red River Army Depot, Texarkana, TX 75507 has the assigned mission to overhaul/various wheeled vehicles in the Army system. These include Navistar's MaxxPro Mine Resistant Ambush Protected (MRAP) vehicle (6x6) and Oshkosh's Mine Resistant Ambush Protected - All - Terrain Vehicle M-ATV (4X4). The depot is interested in identifying companies able to furnish End of Line Testing Equipment for Quality Assurance Purposes prior to shipment of finished products. The End of Line Testing System shall be a combination Road Tester/Anti-lock Braking System (ABS) Tester and shall have the ability to test the vehicle's road worthiness, general performance, brakes and ABS system. The tester will also be able to prompt the operator for visual and functional test for the vehicle. Testing must be carried out with limited involvement from the operator and without having to drive the vehicle on the road. The tester will have rollers to allow for stationary testing in a controlled area. Tests must be predefined and the process must be automated so that results are reliable and consistent. The depot prefers a solution that is turn-key and one that is a common and/or standard product for the supplier and wishes to avoid tailor-made solutions. Due to limited space considerations and construction funds available, the desired End of Line Testing System must perform both the ABS Brake Test and Static Road Test on one test bed; a two position/stations approach is not acceptable. Respondent should have experience in the supply of heavy duty End of Line Testing Systems and shall include with its response a list of prior projects that involve the supply of the proposed system and/or systems that are similar to the system being proposed. References, including contact information, shall be furnished. Related product manuals/brochures shall be furnished. ABS BRAKE TESTING KEY REQUIREMENTS: Each wheel to be tested independent of the other wheels Testing of brakes to occur at low speed, 7-mph or lower High speed brake testing is not desired Full brake effort must be measured Rollers must be powered by the test bed during the test Traceability required 35,000-lb axle capacity 120-inch outer track Measure maximum brake effort at each wheel, up to 4,375 lbsf Calculate brake balance Measure ovality Measure brake drag Communicate with the ABS over Controller Area Network (CAN) to validate wheel speed sensor, brake sensor and brake valve assignment Programmable Logic Controller (PLC) Controls During brake testing the rollers must be disconnected to allow each wheel to be tested independent of the others without the operator's assistance Standard-issue equipment design preferred in lieu of a bespoke design Quality Assurance Software must allow for objective testing all of all vehicles in a pre-defined format to limit user influence Quality Assurance Software to have built in security feature to regulate users based on four levels of access STATIC ROAD TESTING KEY REQUIREMENT: Testing must be done without having to move the vehicle following completion of the ABS Brake Test Captive rollers for all axles to be tested Mechanically connected left to right Traceability required Communicate with the Electronic Control Unit (ECU) over CAN - Read Trouble Codes - Clear Trouble Codes - Monitor, record, and display monitored parameters 100-mph maximum speed as a minimum Structural steel construction Ability to adjust roller location automatically to match vehicle axle location Wireless in-vehicle touch screen Graphical User Interface (GUI) PLC based controls Processes should be automated with limited user input required Bi-directional torque and speed measurement Electric based power absorbers for load Air cooled Standard-issue equipment design preferred in lieu of a bespoke design Quality Assurance Software must allow for objective testing all of all vehicles in a pre-defined format to limit user influence Quality Assurance Software to have built in security feature to regulate users based on four levels of access Control System: must be infinitely variable; must be able to simulate vehicle weight and road loads for the MaxxPro, M-ATV, Cougar, Buffalo, and Cheetah Variants including simulating a 5% grade Peak Absorption per roller at max speed of 100-mph should be at least 600-Hp Power Absorption @ 20 mph 200 HP per axle The equipment must withstand the rigors of 24 hour, 7 days per week operation. The contractor must be able to support the depot with spare parts and maintenance response. In addition to the equipment specified above, the solicitation (when available) will request a turn-key solution consisting of up to 3 (three) test cells and 2 (two) control rooms. Each test cell would be equipped with an End of Line Testing system. The solicitation will require construction of the facility to house the test cells, control room(s), and equipment. Electric power will be available at the construction site to power the facility/equipment. This request is only seeking possible sources for equipment and construction specified.
