Description

The Department of Veterans' Affairs is seeking the services of a qualified Service Disabled Veteran Owned Small Business construction company to provide all labor, material, transportation, equipment and qualified supervision required to construct the "Linear Accelerator Addition" project #652-CSI-202 located at the H.H. McGuire VA Medical Center, 1201 East Broad Rock Boulevard, Richmond, Virginia, 23249. This project is a new 1825 square foot addition to the Richmond VAMC that will consist of a concrete vault to house the new linear accelerator, as well as, space for the control room and equipment storage. The existing adjacent control room that serves an existing linear accelerator will be modified and improved to facilitate the expansion. The entry corridor into the Radiation Oncology treatment area will likewise be extended to provide continuity of access and relocation of the means of egress. The project will also include the replacement of the existing HVAC system in Radiation Oncology to include a new air handler, DDC controls, VAV terminal units and air distribution system to accommodate the new addition, as well as, upgrade to the system throughout the rest of the department. The replacement of existing VAV boxes and pneumatic controls will be included as a deductive bid item. A dedicated chiller will be provided to provide equipment cooling for the new linear accelerator. All work shall be fully coordinated with the equipment manufacturer's design and installation requirements. The Varian Linear Accelerator medical equipment and associated accessories will be furnished and installed by the VA unless otherwise indicated by the construction documents. The work shall be performed in strict accordance with construction drawings and specifications prepared by the AE and completed within 270 days from receipt of the Notice to Proceed. This includes final Inspection and cleanup. The NAICS code for this project is 236220 with a small business size standard of $33.5 million. The estimated construction cost is between $2,000,000 and $5,000,000. The drawings and specifications will be uploaded as part of the solicitation on or about 05/05/2015. A date and time for a pre-proposal conference / site visit will be stated in the solicitation. No other site visits will be conducted. Questions or Requests for Information (RFI's) from Bidders must be typewritten and e-mailed to the Contracting Officer, Mark S. Harville @ mark.harville@va.gov. This procurement is 100% set-aside for Service-Disabled, Veteran-Owned Small Business (SDVOSB). Offers are solicited only from SDVOSB concerns and offers received from concerns that are not from SDVOSB concerns shall not be considered.
