Description
This is a notice of intent to increase the ceiling of Contract N66001-14-C4022 to The Boeing Company (Boeing), awarded by SSC Pacific on behalf of the Defense Advanced Research Project Agency Tactical Technology Office (DARPA/TTO) on 15 July 2014 for a performance period of one (1) years. The effort under the contract leverages previous DARPA/TTO projects to design and develop a below-water payload suitable for use of the Hydra concept. The Undersea Payload is envisioned to consist of an undersea payload module that fits into the modular enclosure with a small number of standard undersea vehicles suitable for one or more of the missions described in the export controlled annex. In contrast to the air vehicle payload, less emphasis is placed on individual missions for the undersea vehicle. The Hydra focus will be on safely transporting existing undersea vehicles, providing the required energy for long endurance, efficiently transferring energy, transferring and transmitting collected information, and launching and docking the vehicles. This contract modification means to explore the benefits of both extra large unmanned underwater vehicle (XL UUV) Modular Enclosure (ME) delivery concepts and integrated ME and XL-UUV approaches for Hydra as alternatives to provide additional ingress and egress capabilities, improvements in mission-specific platform placement, cost-effective reusability of the Hydra enclosure and its unspent assets, and enhanced operations and maintenance options. The NAICS code for this procurement is 541712. Due to the nature of Research and Development efforts, DARPA could not have reasonably estimated the results of the research from this program, which has seen breakthroughs that will benefit from continued trials under this current contract. It is expected that the technology will transition for use by the warfighter. This action includes a ceiling increase of approximately $198,589. This notice of intent is not a request for competitive proposals or quotes and will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government. Interested parties may submit comments in writing to the Contract Specialist, Ms. Veronica Cardoso, Code 22530, SPAWAR Systems Center Pacific who may be reached by telephone at (619) 553-7734 or via email to veronica.cardoso@navy.mil.
