After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. This requirement is assigned a code of 236220 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $33.5M per annum. Statements should also include the eligible business concern's name, point of contact, address, and DUNS number. 1. CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) is evaluating the ability of businesses to renovate a six-story biomedical laboratory and conduct repairs to the central fire protection infrastructure at the Naval Medical Research Unit (NAMRU) - Three campus in Cairo, Egypt. The scope of the work includes: Renovation (architectural, structural, mechanical, electrical, and plumbing) of the existing Biomedical Laboratory; Site adapt design and construction of fire water storage tanks; repair or replacement of existing fire water storage tanks, pumps, and appurtenances; and associated site utilities. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work specified below. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price. The estimated magnitude of this Construction project is between $25,000,000 and $100,000,000 with an anticipated period of performance of 1,275 days after issuance of the Notice to Proceed. 2. PROJECT INFORMATION: The United States Army Corps of Engineers has the requirement to renovate a biomedical laboratory at the NAMRU-3 campus in Cairo, Egypt. The existing facility is an operational research laboratory, and will remain partially operational during construction. Additionally, the existing campus fire suppression infrastructure is inadequate to meet the demand, and the system requires repair and expansion. General elements of renovation work include, but are not limited to, the following: Civil -Repair of existing water storage tanks. -Construction of additional water storage capacity. -Replacement and/or reconfiguration of existing fire pumps. -Reroute portions of the campus Telecommunications Outside Plant. Architectural/Structural -Demolish existing and provide new interior doors, windows, partitions and finishes. -Demolish existing and provide new built-in casework. -Provide and install Furniture, Fixtures, and Equipment. -Construct Seismic Structural Repairs Special Commissioning and Certification -Select Spaces within the Biomedical Laboratory will require Commissioning and Certification in accordance with the Biosafety Level 3 (BSL-3) criteria established by the U.S. Department of Health and Human Services (DHHS) National Institutes of Health (NIH) HVAC -Demolish existing and provide new mechanical equipment, ductwork, piping, and accessories. Plumbing -Demolish existing and provide new plumbing piping, equipment, and accessories. Electrical -Demolish existing and provide new interior distribution for electrical, telecommunications, and data systems. Capability Statement/Information Sought: Page Limitations: Interested qualified organizations should submit a capability statement, not to exceed 10 total single-spaced pages using a 12-point font size at a minimum, that clearly details the ability to perform and that addresses the specific requirements described above. All proprietary information should be marked as such. Responses will be reviewed only by US Army Corps of Engineers personnel and will be held in a confidential manner. Delivery Point and Common Cut-Off Date and Time: All capability statements sent in response to this Sources Sought notice must be submitted electronically (via email) to Kenneth Baker, Contract Specialist at kenneth.g.baker@usace.army.mil in MS Word or Adobe Portable Document Format (PDF) no later than June 20, 2014 3:00PM EST. The subject line must specify quote mark NAMRU-3 - CAPABILITY STATEMENT quote mark. Facsimile responses will not be accepted.
