- Naval Biodynamics Laboratory Digitization Project Surge THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 2.0 SUBJECT: This is a non-personnel services contract to provide Imaging and Image Management service at the Naval Biodynamics Laboratory (NBDL), United States Army Aeromedical Laboratory (USAARL). 3.0 Background: The US Army Aeromedical Research Laboratory has acquired the original experimental data, researcher notebooks, protocol documentation, medical/veterinary files, etc. from the National Biodynamics Research Laboratory (NBDL) during the period of 1971 until 1996. In order for this data to remain accessible to future researchers, these data must be digitized, organized and archived in a data repository that it is easily accessible to future researchers. This data repository will be referred to as the Biodynamics Data Resource (BDR). This PWS will pertain to the digitization aspect of the data prior to being entered into the BDR. 4.0 Response Instructions: The objective of this part of the larger effort is to digitize original experimental data of various media types so that it may be imported into an internet accessible data base, the BDR. The integrity of the files and folders, how they are organized, must be maintained. The product of the effort has to be in an uncompressed, non-proprietary format of the quality specified in the PWS by media type and that can be easily integrated into the BDR. The files, once digitized, must be returned to their original folders, from which they were retrieved, for BDR personnel to file. The documents must not be damaged, disorganized, labeled or lost during the digitization process. Interested parties shall provide a capabilities statement electronically to the email address below.
