- The purpose of this amendment is to post the following questions and answers. GOVERNMENT RESPONSE TO INDUSTRY QUESTIONS (Q) SURVEY OPERATION SUPORT SERVICES PRE-SOLICITATION W15QKN-14-R-0069 Q7: PWS Sections 1.6.1.2 Task Leader/Principal Investigator (Data Collection Operations), 1.6.1.5 Senior Technical Contributor (Data Collection Operations), 1.6.1.6 Mid-range Technical Contributor (Data Collection Operations), and 1.6.1.7 Entry-level Technical Contributor (Data Collection Operations) - These roles call for degrees in behavioral science, yet the roles themselves are focused on data collection operations, rather than scientific research and analysis (which is covered under other key personnel roles). We suggest that you change the degree requirements of these roles to be similar to the Program Manager description: quote mark a degree in a contract or TO relevant scientific/technical field. quote mark Response Q7: Vendors may substitute quote mark behavioral or social quote mark for quote mark behavioral quote mark in paragraphs 1.6.1.2; 1.6.1.3, 1.6.1.5, 1.6.1.6 and 1.6.1.7. Q8: PWS Section 5.2.5.3 - Could you please define what is meant by a secure, approved site/platform/server, or give examples of what sites/platforms/servers are approved? Response Q8: Please refer to Army Regulation (AR) 25-1 (Army Management and Information Technology) and AR 25-2 (Information Assurance) for specifics concerning contractor restrictions on the use of a website for distribution, collection and housing of sensitive Army information. The contractor must have an Executive DoD Information Assurance Certification and Accreditation Process Package (DIACAP), or Interim DIACAP, showing an acceptable DIACAP scorecard along with an ATO signed by the appropriate designated approving authority in accordance with Department of Defense Instruction (DODI) 8510.01. Offerors whose Information System has a DIACAP accreditation must provide a strategy for transitioning to the Risk Management Framework (RMF) requirements described in DODI 8510.01. Contractor shall incorporate security controls into its system and process, equivalent to the level of security required by the Defense Manpower Data Center, but minimally at the MAC-II Sensitive level as stated in DODI 8500.2 dated 6 February 2003. Q9: PWS Section 5.2.5.3 - Will there be a requirement to send emails using the Army's email system? Response Q9: The Government does not anticipate requiring the contractor to use the Army's email platform to send email. Q10: Would the government consider making this an Economically Disadvantaged Woman Owned Small Business, Woman Owned Small Business, or Small Business set aside, please? Response Q10: The Government has considered a set aside and it is not in the Government's best interest to limit competition to Small Business. Q11: To more accurately shape our cost proposal, will the government please share the anticipated budget for this effort, please? Response Q11: The Government has considered sharing the anticipated budget and it is not in the Government's best interest to share the anticipated budget.
