- INTRODUCTION The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) intends to award a contract on a sole source basis with DirectTrust in order to become a DirectTrust.org member. BACKGROUND On December 20, 2012 The Office of the National Coordinator for Health Information Technology (ONC) released the Exemplar Health Information Exchange Governance Entities Program Funding Opportunity Announcement. Two existing governance organizations, DirectTrust and the New York eHealth Collaborative, on behalf of the Electronic Health Records (HER)/Health Information Exchange (HIE) Interoperability Workgroup, received cooperative agreements with ONC. Specifically, DirectTrust was tasked with developing and adopting policies; interoperability requirements and business practices that align with national priorities; overcoming EHR interoperability challenges; reducing implementation costs for providers and patients; and assuring the privacy and security of health information exchange. DirectTrust is working with ONC to implement the technical mechanism and process for trust anchor exchange to enable Directed exchange more easily across vendor boundaries, as well as to develop and implement a federated agreement among accredited participants that avoids the need for one to one legal agreements. They will also continue development of the national accreditation program for health information service providers (HISPs), certificate authorities (CAs), and registration authorities (RA) who act as trusted agents on behalf of users of Directed exchange. The accreditation program, launched in November 2012 in partnership with the Electronic Healthcare Network Accreditation Commission (EHNAC), was targeted to achieve wide scale participation by the end of 2013. In September of 2014, the Veterans Health Administration (VHA) entered into a contract with The Electronic Healthcare Network Accreditation Commission (EHNAC) (partner of DirectTrust) in order to become accredited under the accreditation program for trusted agents. This accreditation will allow the VHA to securely exchange health information with other healthcare entities. REQUIREMENT DESCRIPTION The contractor shall provide a full membership to DirectTrust.org which provides access to DirectTrust deliverables and intellectual property, as well as participation in DirectTrust workgroups; Up to date information about the continually evolving regulatory environment; Opportunities to influence and shape the developing Trust Framework; Insight into the work being done by your colleagues in the community; and Discounted access to DTO products, most notably the accreditation process. The VHA, PCAC anticipates a single award, firm-fixed-price contract in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The anticipated contract period will include a 12 month base period, with two (2) option periods to follow. The applicable NAICS code is 813920 with a size standard of $15.0 million. ADMINISTRATIVE The VHA, PCAC intends on awarding this contract pursuant to the authority of FAR 13.106-1 (b). DirectTrust was specifically awarded a cooperative agreement by the ONC to promote good governance practices and enhance the exchange of health information and is the only organization throughout the country for vendors and providers of Direct services. All desired VA Direct partners are part of DirectTrust and all have, or are working toward, DirectTrust Accreditation. There are no other nationwide organizations that provide Direct accreditation or that bring together all major Direct participants nationwide. This makes DirectTrust uniquely qualified to fill this role. Responsible sources may identify their interest and capability to respond to the requirement or submit a quotation or capability statement. This notice of intent is not a request for competitive quotations; however, responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (End of Notice)
