Description
Performance Work Statement VA241-15-P-1047 1.0 INTRODUCTION - VA Providence Medical Center's Police Service requires the use of a (minimum) 75-feet firing range to provide firearms training and re-certifications to their police officers. This service is required from 20 April 2015 to 19 April 2016. 2.0 BACKGROUND - In accordance with VA Handbooks 0720 and 0730, all agency police officers must achieve and maintain qualifications in the use of agency-approved firearms at an armed facility as a condition of continued employment as a VA police officer. This includes meeting the provisions of the Gun Control Act of 1968, as amended by Public Law 104-208, and found at 18 USC 5-922. Each otherwise qualified VA police officer at an armed facility will be provided appropriate training and a reasonable period of time to achieve weapons qualification. All training will be conducted by certified agency firearms instructors. Firearm range qualification and use of force training will be completed every 6 months using an approved course that has been sanctioned by the Office of Security and Law Enforcement (OS&LE). 3.0 SCOPE - The firearms range must be at least 75-feet in length and allow the use of 124gr. 9mm Jacketed hallow Point (JHP) Ammunition. The facility should be indoors whereas weather is not a factor thus providing the ability to utilize the facility year round and shall have an air exchange quality system. 4.0 APPLICABLE DIRECTIVES - The firing range must meet all requirements as set by VA policy and the VA Police Law Enforcement Training Center. 5.0 PERFORMANCE REQUIREMENTS - In addition to requirements listed in section 3.0, the range will supply the following: The range will supply one annual membership per firearm instructor. Memberships will include: Unlimited range time, 10% discount on all firearms courses and four guest passes. All ammunition, targets, and firearms will be supplied by the government. The Cleaning supplies to be provided by the agency and all maintenance of agency firearms to be conducted at the assigned duty station. 6.0 DELIVERY SCHEDULE - Mandatory firearms practice will be held on a quarterly basis with additional voluntary practice time offered upon request of an officer of when deemed necessary by the agency. The range will be available once a quarter and at least twice a month for practice and training and for one week twice a year for semi-annual firearms re-qualifications. Half the range will be available during scheduled firearms practice and the full range will be reserved twice a year in order to conduct semi-annual re-qualifications. 6.1 PROGRESS & COMPLIANCE - All Providence VA Police personnel will be required to successfully complete a semi-annual firearms re-qualification course. This would require that each officer spend a minimum of one hour at the range every six months. In addition, all armed Providence VA police personnel will be required to attend firearms practice on a quarterly basis. Therefore half the range will be available at least twice a month for practice and training and the full range twice a year for semi-annual firearms re-qualifications. All dates for firearms training and re-qualifications will be scheduled and pre-approved. The government must provide 72-hour cancellation notice to the firearms range or the government will be billed $350 for the time scheduled.
