- This is a Pre-Solicitation notice (synopsis) for a full and open competition. The Federal Highway Administration (FHWA) has a requirement for non-personal technical services to monitor and collect materials from the Western Research Institute (WRI) field validation sites, research the physical and chemical characteristics of asphalt binders obtained from the WRI field validation sites and identify key parameters that relate to fatigue performance, and perform the research and activities necessary to advance the implementation of WRI Fundamental Properties III (FP III) Products. These FP III products include 4-mm DSR, SAR-AD, micro-sampling and micro-extraction methods, new aging model, and conditioning test. Work on the FP III products is/was conducted by WRI under the following contracts: • DTFH61-07-D-00005, "Fundamental Properties of Asphalts and Modified Asphalts III (FP III)", and • DTFH61-13-C-00017, "Validation & Refinement of Western Research Institute (WRI) Fundamental Properties III (FP III) Products". Required capabilities include conducting fundamental and applied research, laboratory and field testing, analysis, modeling and simulation, technology delivery, ruggedness tests and inter-laboratory testing, drafting specifications, publication of research papers, and the development and delivery of educational and training materials and workshops. Expertise in pavements and materials will also be essential. The NAICS code for this requirement is 541380. The RFP will be released and available electronically at www.fbo.gov. Interested parties may register at the aforementioned site to receive a variety of procurement announcements/notifications.
