Description
The National Park Service, Department of the Interior, intends to negotiate a sole source, Commercial Items contract modification with Knapp, Thomas A, to acquire the services listed below. The NAICS code for this requirement is 541611, size standard is $15,000,000. The intent for this contract is to provide Senior Financial Analyst Services to the Denver Service Center in Lakewood, Colorado. Major duties include: Performs a wide variety of analytical duties connected with the formulation, justification, execution and review of DSC programs and related budgets. This includes the planning, organization, coordination, and conducting complex diversified management studies in financial, administrative, and resource areas of the DSC. Analysis of costs and obligations, funding/work procedures, proposed new initiatives, and other program data in terms of economy, efficiency, and effectiveness in meeting DSC and National Park Service objectives. Reviews budget and management resources within the DSC, including the monitoring and analysis of DSC divisional budgets by business lines. Advises DSC management based on results. Preparation of complex qualitative and quantitative analysis for the development of future budget projections. Based on analysis, formulates and recommends program specific budgetary guidance and procedures. Develops the accounting structures and mythologies for the unique financial structure of the DSC to best manage the programs. Prepares and oversees the reconciliation of all allotments within all DSC funded programs and anti-deficiency/fund integrity controls in the fund sources. The Senior Financial Analyst position requires extensive knowledge of DSC business practices and constraints, and the ability to work cooperatively and collaboratively with DSC management- level staff, including expertise with DSC programs, functions, organization, and authorities. This includes detailed knowledge of the content and sequencing of planning/design/construction project components and laws, regulations, and executive orders pertaining to Federal NPS construction activities. This position requires a thorough understanding of NPS financial policies, including the complex qualitative and quantitative analysis needed for the development of future budget projections, expertise in formulating budgets and procedures within the framework and guidelines of all federal policies, and thorough knowledge of the principles, processes, and objectives of the federal budgeting system and applicability of legislative limitations such as park construction ceilings, the Anti-deficiency Act, and other laws related to fund requirements. Expertise in the DSC appropriation structure, including the legal uses of each fund and the flexibilities available to the Service is required, as well as knowledge of the Service's budget fund and the personnel ceiling processes and control systems, and understanding the DSC accounting and financial systems, requirements, and techniques as they apply to a variety of funding sources (e.g., appropriated, reimbursable, trust, transfer, and no-year accounts) with the ability to apply this knowledge to new and changing programming and reprogramming situations. This acquisition is being conducted under the procedures of FAR 5.704 and 6.302. The resulting contract will be negotiated in accordance with FAR Part 15. The Government believes that the identified contractor is the only one responsible source, as defined by FAR 6.302-1 for the required financial analyst services. Firms that believe they can provide the required services described below are requested to identify themselves and give written notice to the Contracting Officer. A Firm-Fixed Price Labor Hour contract action is anticipated.
