- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the National Association of Regional Councils (NARC) to provide support for the "Advancement of Performance-Based Scenario Planning". FHWA working with NARC will increase capacity of regional councils, Metropolitan Planning Organizations (MPOs), Regional Planning Organizations (RPOs), and other regional planning agencies to use scenario-based planning with a specific focus on how it applies to incorporating performance-based planning. There is urgency in having these tools in place as soon as possible to assist with the implementation of the soon to be released performance-based planning and programming rulemaking. NARC is currently leading a coalition of agencies already known as national leaders who are in the forefront of scenario planning. By working with NARC, there is a rare and unique opportunity for meeting with regional councils, MPOs and RPOs to further advance this topic and fill a critical research gap right away. NARC's ability to lead national events focused on promoting effective regional cooperation and solutions through interaction and education is unmatched. This established relationship and the complimentary work underway will greatly assist the FHWA to advance the democratization of performance-based planning in a timely manner. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $80,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
