Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIHLM2015458 and is issued as a Request for Quotation (RFQ). The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005‐81. The North American Industry Classification (NAICS) Code is 541690 with a size standard of $7.0 Million Dollars. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) has a requirement to procure Axiom Array service, up to 800k SNPs for genotyping in 5631 DNA samples. The Axiom genotyping system is a specific capable instrument used for high throughput DNA dependent genotyping applications. This study will use a previously custom designed Axiom Array Chip that was very successful in genotyping ‐800,000 Pima Indian specific SNPs in‐4000 Pima Indian DNA samples. This new study requires an additional 5631 Pima Indian DNA samples to be genotyped using the same SNP template to increase the statistical power and assess replication of our initial study. NIDDK has a requirement to purchase and process additional Axiom Genotyping Arrays which have previously been custom‐designed specifically for our studies of type 2 diabetes among the Pima Indians of Arizona. We already have data (processing performed by Affmetrix) from these arrays in 3,854 Pima Indians. The additional arrays will be used to analyze our remaining 5,631 Pima Indian samples, and all data will be combined for a final analysis of approximately 9500 samples which represents all Pima Indians living in the Gila River Indian Community. The previously designed array template provided a relevant, Pima Indian specific content, and the previously processed data were found to be of extremely high‐quality. We will provide DNA from the 5,631 additional samples at a concentration of 100ng. We expect the genotypes from the 5,631 additional Pima Indians to be delivered with in 4‐6 months of receipt of the DNA samples. This Axiom Chip technology remains to be the gold standard to perform large genotyping assays on high throughput volume. It is a highly complex instrument with a very specific assay. The Axiom array has already been custom designed specifically for our studies of Pima Indians, and this array was already used to genotype half of our samples. Other vendors would have to design an array from scratch, and a new design would not allow merging new data with prior data. The critical or unique features which are mandatory in its intended use or application that limit their availability to single source. The NECESSITY for these features should be clearly indicated. Minimum essential requirements must be stated (FAR 6.303‐2): Axiom Custom Genotyping Arrays will provide information on genetic variation with a frequency >5% that is unique to the Pima Indian population, who suffer from the world's highest prevalence of type 2 diabetes. Genotyping of pre‐designed arrays based on variation identified in other ethnic groups will not lead to understanding this disease among American Indians; therefore, it is necessary that the arrays be custom for Pima Indians. Custom arrays will be created that capture 4.7 million variants across the Pima Indian genome. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212‐1 Instructions to Offerors - Commercial items; 2) FAR Clause 52.212‐2, Evaluation - Commercial Items. As stated in FAR Clause 52.212‐2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors will be used equally to evaluate offers: Technical Evaluation, Price, and Past Performance. Note: Past Performance Information: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) which demonstrate similar work in nature to this Solicitation. Contracts/awards may include those entered with the Federal Government, state and local governments and commercial concerns. Include the following information for each contract or subcontract: 1. Name of Contracting Organization 2. Contract Number (for subcontracts provide the prime contract number and the subcontract number) 3. Contract Type 4. Total Contract Value 5. Description of Requirement 6. Contracting Officer's Name and Telephone Number 7. Program Manager's Name and Telephone Number 3) FAR Clause 52.212‐3, Offeror Representations and Certifications - Commercial Items; 4) FAR Clause 52.212‐4, Contract Terms and Conditions - Commercial Items; 5) FAR Clause 52‐212‐5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions.
