Description
The Department of Veteran Affairs, Office of Construction and Facilities Management (CFM), Eastern Regional Office, Silver Spring, MD is issuing this Sources Sought to determine potential bondable and experienced businesses such as Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), 8(a) contractors, HUBZone Small Businesses, Women-Owned Small Businesses (WOSB) and Small Disadvantage Businesses (SDB) with regard to an upcoming project identified as Modular Buildings, CARES Renovation and New Construction, Canandaigua, New York. This project's requirement is for two (2) new, temporary modular building structures and two new pedestrian corridors. General Construction will include related site work and site utilities necessary for the preparation of the site to receive the temporary buildings. Modular buildings shall be complete with all architectural, structural HVAC, electrical, plumbing, fire Protection systems necessary to furnish a complete, habitable and code compliant (IBC 2012) structures for purposes intended. Modular buildings shall be capable of housing Commercial Kitchen, Laboratory and enclosed corridors. (Approximate sizes: Kitchen - 5,952 SF, Laboratory - 2,560 SF, Corridors - 5,856 SF). The system shall include all building equipment, stairs, ramps and other accessories as required to provide completely functional turn-key buildings. Modular building infrastructure shall include all necessary building services required for habitable occupied space and specialized lab equipment and food service equipment. Specialized lab equipment and food service equipment will be provided by others. Information Technology and Security Equipment shall be provided by the contractor; final connection of food service equipment shall be by others. Buildings shall include all utilities and utility connections to a distance of 5 feet outside the perimeter of the building. Source selection will be based on outright purchase. Small Business Contractors and vendors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety) for a single project and aggregate; and (4) Construction experience of similar projects in size, scope, complexity, and dollar amount. Firms should have an approved North American Industry Classification System (NAICS) of 236220 with the size standard of $36.5 Million average annual gross revenue to be considered a small business. Bid, Performance and Payment bonds are required. The estimated cost of this project is between $5,000,000 and $10,000,000. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the solicitation separately from their response to this sources sought. Please submit capability packages via email to: John.Ezell@va.gov with a copy to Jose.Bumbray1@va.gov no later than 3:00 pm EDT on May 21, 2015 and in the subject line state "Modular Buildings, Canandaigua, NY and [Company Name]". CFM anticipates the solicitation will be issued around June 2015, and will be posted only on the Federal Business Opportunities website (https://www.fbo.gov). At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
