Sources Sought Document- Revised Sources Sought Notice: Indian Health Service Online Familiarization Training INTRODUCTION This is small business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are other than small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. BACKGROUND The Improving Patient Care (IPC) Program of the Indian Health Service resides within the Office of Clinical and Preventive Services and was developed to train healthcare facility care teams in the Model for Improvement within a context of the Patient Centered Medical Home (PCMH) model. The program began in 2007 as the Chronic Care Initiative and developed into the IPC Program by 2009 with creation of the Indian Health Care Model. The program hosts improvement collaboratives for foundational learning and structured improvement activities to facilitate local achievement of the PCMH benchmarks. The online familiarization training of healthcare improvement concepts in the Improving Patient Care context will be used as an introduction to the program for new employees and as a means of advertising within the organization to increase awareness and drive demand for participation in the program. Additionally, the training will be incorporated into the formal training curriculum for fundamental learning as a bridge from the familiarization training, and as a structural outline for the formal curriculum. The customer service training will establish a baseline standard for customer service in IHS facilities while also standardizing the training across the entire Service. Many Area Directors have requested a standardized curriculum for customer service training as well as an accessible online source for all of the Areas. Training costs have been a barrier in the past to acquiring training so providing an online resource to all of IHS at no local cost will eliminate that barrier. Also, sources of training have varied geographically and by cost, so no standard curriculum has been delivered resulting in many varied practices across the Service. RESPONSE INFORMATION In order to respond to this notice, interested firms should address the depth and breadth of in-house professional and technical capabilities, and must be able to clearly convey its experience and/or ability to perform in the following areas, which are identified as core services. 1) online-accessible to all Indian Health Service employees (Federal, Tribal, and Urban) brief learning modules providing familiarization with core concepts of healthcare quality improvement methodologies defined by the Indian Health Service IPC Program. The modules should not exceed 10 minutes time to view video/multi-media materials each. The modules must convey cultural sensitivity to a predominantly American Indian employee audience. The modules must portray care delivery in Indian Health Service facilities. The website and modules must incorporate American Indian thematic elements in a culturally sensitive manner. 2) online-accessible to all Indian Health Service employees (Federal, Tribal, and Urban) brief learning modules providing standardized customer service training (as relates to improving the quality of and experience of care in Indian Health Service facilities) with verifiable completion, competency testing, and administrative reporting functions. Each training module/lesson should not exceed 15 minutes time to view video/multi-media materials each. The modules must convey cultural sensitivity to a predominantly American Indian employee audience. The modules must portray care delivery in Indian Health Service facilities. The website and modules must incorporate American Indian thematic elements in a culturally sensitive manner. The capable solution must provide content that meets approval of the Indian Health Service Director of the IPC Program and Director of the Office of Clinical and Preventive Services ("approving authorities"). Content should be educational, engaging, visually appealing, and appropriate for the intended audience of Indian Health Service Federal, Tribal, and Urban employees. Content must not be considered to be potentially offensive or pejorative to the approving authorities. Before final production, a technical review of the media shall be provided to ensure that the product is complete. The review shall include a thorough look at functionality, graphics, and links in the media. The review shall include an operational test to ensure that the media operates on all intended platforms. The Project Officer will participate in this review. Both deliverables must be configured with a user registration system to verify their Indian Health Service Federal, Tribal, or Urban employment status, which will confer unlimited system access. Neither deliverable is to be hosted on an HHS or IHS site. Both deliverables are to be contractor-hosted products. INSTRUCTIONS TO INDUSTRY Questions: The Government will entertain questions regarding this Market Research; All questions should be submitted to the point of contact listed below no later than 12:00pm EST on April 29, 2015. Interested small business firms are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Responses must directly demonstrate the company's capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described above. The written response to this notice should consist of the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representatives e. Date submitted. f. Applicable company GSA Schedule number or other available procurement vehicle. g. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. h. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All respondents must register on the CCR located at http://www.ccr.gov/index.asp Disclaimer and Important Notes. This notice does not obligate the Government to award contract. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on a government GPE. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Responses must be submitted via email to Michael.Fischer@ihs.gov no later than 5:00pm EST on May 1, 2015. Capability statements will not be returned and will not be accepted after the due date.
