Description
This Presolicitation Notice is for anticipated Solicitation Number W15QKN-15-R-0086 which will be issued as a Request for Proposal (RFP). This solicitation will be for commercial products/services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, and supplemented with additional information that will be posted as part of the solicitation announcement. The NAICS code for this requirement is 332994 (Small Arms, Ordnance and Ordnance Accessories Manufacturing) and the small business size standard is 1,000 employees. This procurement is being issued as a 100% Total Small Business Set-Aside in accordance with FAR 19.502-2(b)(1) and (2). This is based on market research including the results of the Sources Sought/Market Survey Notice published in Federal Business Opportunities (FedBizOpps) W15QKN-14-X-0334 released on 18 Jul 2014 with responses due on 1 Aug 2014. The Defense Priorities and Allocations System (DPAS) assigned rating for this solicitation is DOA5. The Army Contracting Command - New Jersey (ACC-NJ) intends to award multiple Firm Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) Contracts with five (5) one (1) year ordering periods with no option periods. The Government reserves the right to make multiple awards in accordance with FAR 16.504(c). The Government will select for award of Basic Contracts and Delivery Orders the best overall written proposal that represents the best value to the Government. The Government will utilize the policies contained in FAR Part 12, Acquisition of Commercial Items. Delivery/Task orders will be competed if multiple awards are made. The Government intends to award on a Best Value Basis to procure Previously Produced Nonstandard Weapons, Parts and Accessories in support of US Army Armament Research, Development and Engineering Center (ARDEC), Department of the Army (DA), Other Government Agencies (OGA), and Foreign Military Sales (FMS) Requirements in accordance with the Statement of Work. This is a Presolicitation Notice and the Government anticipates that a formal solicitation for RFP will be posted almost immediately after this announcement is posted. This requirement was originally posted as Presolicitaiton Announcement No. W15KNQ-15-R-0024 originally posted and amended on December 5, 2014. This requirement, however, was made more specific to previous production under this Solicitation No. W15KQN-15-R-0086. Definition of Previously Produced Items: Items that will be produced after contract award for the purpose of the respective delivery order placed on the Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM). This registration can be accomplished at the following website: https://www.sam.gov/portal/public/SAM/. Therefore, all interested and potential firms must be registered in SAM, and current firms must update their registrations regularly to reflect the most current company information and to maintain active status ensuring registration does not expire. Whether applying for assistance with awards, contracts, or other business opportunities, all entities are considered registrants. Registration in SAM in no way guarantees that a contract or assistance award will be issued. The following information is required to register in SAM: DUNS Number; Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; and Electronic Funds Transfer (EFT) Information. All Offerors shall have completed their Online Representations and Certifications before proposal submission through the System for Award Management (SAM) website. Responders are advised that the U.S. Government is not responsible and will not pay for any information or administrative costs incurred in responding to this solicitation.
