- NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract under the authority FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available to JEPPESEN SANDERSON, INC, of ENGLEWOOD, CO to provide all aeronautical maps and charts for Garmin. The contractor shall provide maps of all airports, flight routes and traffic information for pilots to plan and execute flights, including sectional charts, approach templates, and airport information. Subscriptions include automatic updates to maps, routes and airports as well as NOTAM information for proper and safe flight planning. Jeppesen is the only vendor that can supply the information necessary to maintain the Garmin units operational. The software of the Garmin units is designed to work with the Jeppesen format. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:30 a.m. local time on Friday, May 1, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency. Submittals should be made in writing to NASA/AFRC, P.O. Box 273, Mailstop 4811/140., Edwards CA 93523. NASA Clause 1852.215-84, Ombudsman, is applicable.
