- Design/Build Construction Services for RM 12-3479, Repair Pump well, DD#3, Portsmouth Naval Shipyard, Kittery, Maine THIS RFP IS FULL AND OPEN, UNRESTRICTED. This RFP will be issued to obtain contractor qualifications for which a contract, by means of an Invitation to Bid (IFB) procurement, will be awarded. A contract will be awarded to the lowest price technically acceptable and the solicitation will be issued as N40085-15-B-6109. This project will consist of a base bid with seven (7) Options. The base bid will include repairs to the pump well structure, including concrete crack sealing to the exterior, underwater surfaces as well as the interior wall, shared with Dry Dock #3; repairs electrical systems including distribution systems, panels and lighting, repairs heating, ventilation and dehumidification systems; repairs fire protection and alarms systems, repairs the spiral stairs, handrails, doors, partition walls and other elements related to life safety and overhauls and refurbishes the main dewatering pumps and incidental related work. Option 1: includes the replacement of the drainage piping, provides two supplemental submersible drainage pumps, associated drainage piping, pipe mounts, connections, hoses and couplings and incidental related work. Option 2: includes the procurement and installation of fiberglass grating and upgrades to the existing ladder systems within the pump well and incidental related work. Option3: includes increasing the capacity of dehumidification and cooling systems to provide enhanced cooling capacity and incidental related work. Option4: includes painting of all interior concrete surfaces and incidental related work. Option5: includes maintenance dredging at the adjacent berth (Berth 13) and at the entrance to Dry Dock #3 and incidental related work. Option6: Includes the provisions for concrete spall repairs inside Cry Dock #3. Option7: Includes provisions for the upgrades to the tie-back system associated with the exterior pump well sheathing. The contractor shall provide all required labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. The procurement Method is Sealed Bidding, FAR Part 14. The Government intends on issuing the RFP Solicitation on 22 May 2015 on www.neco.navy.mil. All prospective offerors MUST register themselves on the website. Amendments will also be posted on the website. This is the normal method for distributing amendments; therefore, it is the offerors responsibility to check the website periodically for any amendments to this solicitation. IMPORTANT NOTICE: All contractors submitting proposals on DOD solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. Reference is DFAR Clause 252.204-7004. The North American Industry Classification System (NAICS) Code for this project is 237990 with a size standard of $36.5M. THIS RFP IS FULL AND OPEN, UNRESTRICTED. ALL QUALIFIED CONTRACTORS ARE INVITED TO PROPOSE.
