- Description
- The government is in the process of awarding Future ICBM Sustainment Acquisition Construct (FISAC) contracts, which provide sustainment support to the Minuteman III (MMIII). Since 1998, the sustainment support has been provided by Northrop Grumman as the ICBM Prime Integrated Contract (IPIC) contractor. Although the prime contract period of performance ended 30 Sept 2012, the FISAC contracts were still not ready for award. As a result, a sole source three year (one basic year, plus two 12 month options) contract known as the Partial Bridge Contract (PBC) was awarded to Northrop Grumman in order to bridge the original ICBM support and sustainment contract to the new FISAC contractors. The PBC sustainment support includes systems engineering, sustaining engineering, and program management support, and assist with knowledge transfer to the new contractors being awarded FISAC contracts. The PBC support was/is responsible for Integrated Support (ISC), Ground, Guidance, RSRV, Propulsion, and miscellaneous F-900 programs. Of those aforementioned efforts placed on the PBC in 2012, all FISAC contracts, but Propulsion, have been awarded and are currently transitioning. Award of the Propulsion portion of the FISAC contract is still in process. As a result, the Propulsion portion of the PBC needs to be extended in order to adequately transition to the winning offereor still to be determined. The estimated award date for the PBC Extension Contract is September 2015. The overall period of performance is 30 September 2015 - 30 June 2016 and will consist of one 3-month basic and two 3-month Options. Basic: CLIN 8207 Option 1: CLIN 8208 Option 2: CLIN 8209 Market research has identified one responsible source that can provide the highly specialized capabilities and qualifications that cannot be replicated within this urgent and aggressive timeline. As such, the government intends to award the PBC Extension Contract to Northrop Grumman under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source, Unacceptable Delays. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested, responsible sources, should submit a concise and program specific response presenting sufficient information to substantiate that they have (1) the necessary knowledge and understanding of the requirements; (2) facilities and employees with satisfactory qualifications; and appropriate management, and engineering experience with current ICBM and/or similar ICBM program domain systems engineering; and (3) can provide the service within the time periods specified.
