- NASA Ames Research Center (ARC) is hereby soliciting information about potential sources for hardware and software refurbishment of eight LSTAR (V)2) radar systems for aircraft and bird surveillance. ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-Owned (WOSB), Veteran Owned (VOSB), Service-Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities/Minority Institutions for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for hardware and software refurbishment of eight LSTAR (V)2 radar systems for aircraft and bird surveillance. These systems will perform surveillance and tracking of uninvited aircraft in a test region so that sense and avoid tactics can be utilized to avoid contact.The Government reserves the right to consider a Small, 8(a), WOSB, SDVOSB, or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. The purpose of this RFI is to obtain information from industry on potential sources other than the manufacturer to refurbish eight LSTAR (V)2 radar systems, manufactured by SRC, Inc. The refurbishment requirements are to: 1)Inspect LSTAR (V)2 radar system hardware and replace broken, unusable or missing parts with original equipment manufacturer parts. 2)Replace the existing operating software with operating software that provides a tracker, classifier, and display tailored for air surveillance operations, allowing 3-D detection of traditional aircraft (commercial, small/private, rotary wing) as well as birds.ARC is presently familiar with the capabilities of SRCs LSTAR Air Surveillance Software and seeks this or equivalent software to fulfill this need. The NAICS code planned for this procurement is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a small business size standard of 750 employees. The schedule, method of solicitation, type of contract, set-aside potential, selection criteria, pricing structure, and other considerations to be used will depend on NASAs analysis of the responses received from this RFI. This information is being made available for market research planning purposes only, subject to FAR clause 52.215-3, Request for Information or Solicitation for Planning Purposes.It does not constitute a Request for Proposal, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. This RFI is subject to review or cancellation at any time. Responses to this RFI must include the following information with their capabilities: company name, address, points of contract, phone number, e-mail, website (if applicable), and name of parent company (if applicable). Provide a rough order of magnitude price for the total refurbishment of all eight radar systems. Also required is information about the vendors business size (i.e., large, small, SDB, WOSB, VOSB, SDVOSB), whether the firm is under a GSA Schedule Contract for this product, and which industries the vendor identifies itself with in the North American Industry Classification System (NAICS). Responses to this RFI are due by 1:00pm Pacific Time on Tuesday, May 12, 2015. Interested firms are requested to submit their response to this RFI via email only to Mike Lehner at email Michael.M.Lehner@nasa.gov. Responses are limited to ten (10) pages. Submissions shall be compatible with and accessible using Microsoft Office or Adobe Acrobat software applications. It is the responsibility of potential offerors to monitor the Internet site for the release of any future information about this acquisition.
