Department of Veterans Affairs Veterans Health Administration Request for Information (RFI) Human Factors Engineering- Participant Recruitment THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this RFI. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The information provided in the RFI is subject to change and is not binding on the Government. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. PURPOSE This Request for Information (RFI) is for a solicitation being considered by the Department of Veterans Affairs (VA) to obtain services associated with Veteran participant recruitment for human factors engineering studies. The agency does not intend to award a contract but rather gather capabilities and market information pertinent for acquisition planning. The responses to this RFI will be captured as market research and may contribute to the development of an acquisition strategy. Information provided may be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. All submissions become Government property and will not be returned. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The RFI is intended to assist VA in understanding the current status of industry sources with both recruitment capabilities, notably recruitment of Veterans within special groups (meeting certain medical or other characteristics), as well as interest. OBJECTIVES VHA is interested in determining Vendor ability to recruit Veterans for various human factors engineering studies. The studies would be conducted either in person at a VA location or remotely using internet technologies. Participants in face-to-face sessions will be provided with all necessary technology for the tests; Veterans participating remotely will minimally have to provide their own PC and internet access. Some remote studies will require participants to provide their own access to smartphones or tablets. Study participants will be reimbursed depending on duration of study (1 hour, 1.5 hours, 2 hours or more) and mileage when face-to-face participation is required. VHA expects to conduct between 24 and 40 studies a year. Each study would have approximately 9 Veteran participants. VA is interested in having access to participants throughout the United States. For some studies, it is acceptable to have participants who have served in earlier VHA studies; other times, participants without prior experience in VHA usability tests will be required. Selection criteria for a given study could include one or more of the following characteristics (or others): "Receiving healthcare at a VA facility "Using My HealtheVet at least monthly "Diagnosed with a condition such as PTSD or TBI "Currently pregnant or planning to become pregnant "A range of ages by decades (e.g., 20s, 30s, 40, up to 70s) "A range of familiarity with PCs, tablets, smartphones INSTRUCTIONS FOR RESPONDING TO THIS RFI CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Response Format/Page Limitations: The overall total page limit for responses to this RFI is four (5) pages. Response submissions should be submitted in Microsoft Word format with Times New Roman font, 12 pt. or greater font size. Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government. In all correspondence relevant to this RFI please identify it as a response to the VHA Participant Recruitment RFI and refer to the identifying number of VA119A-15-N-0148. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Respondents are requested to limit responses to the information, and in the format provided below. A3.GSA Schedule Number (if appropriate for the work) A4.NAICS most appropriate to this requirement B - CAPABILITY AND EXPERIENCE INFORMATION B1.Please provide specific and detailed descriptions of your ability to identify and recruit Veterans meeting the criteria listed in OBJECTIVES above. Please address assumptions that might be made to facilitate recruiting and complete recruiting. B2.Please provide feedback on your ability to recruit and schedule a maximum of 400 unique Veterans during a one-year period. B3.Please provide any suggestions you have on ensuring an effective and efficient recruitment process. B4.Please provide feedback on your ability to capture written notes as well as audio recordings of the sessions. B5.Please describe your ability to provide access to web conferencing software and technology troubleshooting and support for study participants. B6.Please provide an estimate of the lead time required to recruit 9 Veterans for a study. Please address how lead time varies depending on the criteria listed in OBJECTIVES above. B7.Please provide feedback on your ability to generate payments to Veterans promptly following participation in a study.
