- Description
- The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the Material Measurement Laboratory (MML), intends to negotiate on a sole-source basis with PANalytical Inc., under the authority of 41 US 3304 (a)(1), for an X-ray tube to include installation. The Inorganic Measurement Science Group of the Material Measurement Laboratory relies on X-ray fluorescence spectrometry for analyses in the development Standard Reference Materials and research in chemical metrology in support of the U.S. measurement system. The group relies heavily on a PANalytical PW2404 X-ray Fluorescence Spectrometer (Serial Number DY664) to fulfill its mission. The spectrometer performs much of the material homogeneity testing for inorganic SRMs, along with quantitative measurements for alloys, cement, minerals, and more. The spectrometer includes a PANalytical X-ray tube (Serial Number DK244387; Part number 9430 025 92452), which is formerly known as PW2592/45. NIST's existing aforementioned X-ray tube is closely approaching the end of its useful life. As a result, NIST requires a replacement X-ray tube for the spectrometer so that the instrument may to continue to operate without extended interruption and achieve its optimal performance. Sole source determination is based on the following: It is necessary to procure an X-ray tube that 100% compatible and interchangeable with the aforementioned PANalytical spectrometer. The required X-ray tube (Part number 9430 025 92452; End Window, 4kW Rh SST) is manufactured by PANalytical. PANalytical has no authorized distributors or resellers capable of providing the required X-ray tube. Furthermore, NIST's existing PANalytical spectrometer is currently under an active maintenance agreement. Use of parts other than that of PANalytical will void the maintenance agreement. The North American Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing. The small business size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 4:00 p.m. Eastern Time on May 22, 2015 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
