INL Deputy Senior Aviation Advisor Lima, Peru Issuance Date: 05/11/2015 Closing Date: 05/15/2015 SOLICITATION NUMBER: PSC-15-042-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Proposals must include the following: 1)Form OF-612 (Completed and signed) 2)Resume 3)Three letters of recommendation or three references, including contact information Submit all proposals via e-mail to the attention of: INL/Janette Dull E-mail: DullJR@state.gov Direct questions regarding this solicitation to: INL/Janette Dull E-mail: DullJR@state.gov INL will not accept late proposals unless it can be determined DOS mishandled the proposal. 1.SOLICITATION NUMBER: PSC-15-042-INL 2.ISSUANCE DATE: 05/11/2015 3.CLOSING DATE: 05/15/2015 4.TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 12:00 PM, EST 5.POSITION TITLE: INL Deputy Senior Aviation Advisor 6.MARKET VALUE: $82,350 - $120,934 (GS-14 Equivalent) 7.PERIOD OF PERFORMANCE: One year from date of award and four option years 8.PLACE OF PERFORMANCE: Lima, Peru 9.JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The U.S. Department of State's (DoS), Bureau of International Narcotics and Law Enforcement Affair's (INL) is responsible for developing; supervising, coordinating and implementing international narcotics control assistance activities and international criminal justice issues for DOS. INL Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and counter narcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full-range of criminal justice issues relating to international development. Purpose: This personal services contract (PSC) provides a Deputy Senior Aviation Advisor (DSAA) for the International Narcotics and Law Enforcement Affairs Lima, Peru (INL/Lima). The DSAA serves as in-country aviation advisor, responsible to the Senior Aviation Advisor (SAA) for providing Aviation Program implementation. Duties and Responsibilities: 1.Ensure compliance with INL/A Operations and Safety Directives, Guide to Aviation Training and Standardization and the respective Aircraft Training Manuals by personnel from INL/Lima, and the Peruvian National Police (PNP) Aviation Directorate that combined, comprise the INL Lima Aviation Program. 2.Manage all facets of INL/Lima aviation operations involving a fleet of USG fixed wing and rotary wing tactical and transport aircraft, which function within an integrated program supporting diverse counter-narcotics missions. These missions include eradication, interdiction, logistics, resupply, replenishment, sustainment, and host nation aviation training. 3.Oversee the conduct of air operations involving USG aircraft throughout the territory of Peru in order to verify the safety of air operations conducted from INL/Lima facilities. Analyze interrelated issues of effectiveness and efficiency affecting the aviation program in order to improve flight safety. 4.Oversee host nation performance in supporting aviation Maintenance, Operations, Training, Logistics, and Safety programs for the PNP Aviation Directorate. 5.Coordinate with the PNP Aviation Directorate, the aircraft and personnel deployments within Peru required to support manual eradication, the interdiction of illegal drug shipments, and other missions authorized by the Chief of Mission. 6.Monitor the training of aircrew and aviation maintenance and support personnel for the PNP. 7.Recommend changes to the governing directives for the INL/Lima Aviation Program. These changes to procedures include, but are not limited to the DoS Aircrew Training Program, DoS Aviation Operations Directives, DoS Guide to Aviation Training and Standardization, DoS Aircrew Training Manuals, INL/A Standard Operating Procedures for counter-narcotics operations in Peru. 8.Recommend changes to operational tactics and training procedures (through INL/A training/standardization staff) for enhancing eradication and interdiction operations. Tactics and procedures include, but are not limited to Night Vision Goggle operations and tactics, and helicopter escort tactics/rules of engagement/aerial gunnery. 9.Provide guidance to the PNP Aviation Directorate with regard to operations and aircraft maintenance activities and personnel training. 10.Assist in Aviation Program budget formulation and execution and program planning. 11.Assist in the end use monitoring of aviation commodities provided to the host government by the USG. As necessary, conduct field survey, evaluations, and special requirement studies. 12.Oversee and evaluate the performance of INL/Lima Personal Services Contractors, Locally Engaged Staff and personnel contracted by the Peruvian government that are assigned to the Aviation Program. 13.Assist the SAA in facilitating high-level interagency coordination among the American Embassy agencies involved in counter-narcotics operations or support and with the Peruvian police, military forces, and other agencies as required. 14.Ensure that INL/Lima facilities are maintained in optimum condition. Verify that the appropriate preventive and restorative maintenance is performed to minimize deterioration in spite of environmental impact. 15.Maintain close reporting liaison with INL/A Directors and Staff as directed by the SAA. Ensure that the required reports are sent by INL Lima staff. Relationships: The DSAA works under the direct supervision of the SAA. The Advisor will report to the INL/Lima Director when required and coordinate with the other INL Lima program heads as required. The Advisor will coordinate directly with INL/A and the various offices and agencies of the US Embassy Lima when directed. The Advisor will coordinate operational and maintenance issues with the senior personnel of the PNP Aviation Directorate. Complexity: This position involves analyzing, assessing, planning, organizing and implementing of complex counter-narcotics aviation operations. The Advisor must understand DoS, INL programmatic, and the functioning of the U.S. Embassy. The Advisor must cultivate and maintain a cordial and professional relationship with personnel of all grades belonging to the PNP Aviation Directorate while coordinating sensitive, complex issues affecting aviation operations and maintenance. Scope and Effectiveness: The Advisor will perform broad and extensive duties spanning the full range of aviation operations in support of the aviation mission. The Advisor will coordinate issues with a wide range of embassy and host-nation officials. Minimum Requirements: 1.U.S. Citizen able to obtain/maintain a Department of State Secret Security and medical clearance. 2.Expert knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 3.Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 4.Expert knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment. 5.Extensive experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing pilots and fixed wing pilots and the tactical employment of aircraft in a high threat environment. 6.Expert knowledge and experience in the formulation of plans and policies pertaining to operations and unit level flight training activities. 7.Basic knowledge of aviation maintenance, logistics, aviation safety, command communications, government intelligence procedures. 8.Specialized skill in the operation of aircraft as a pilot. 9.Demonstrated ability to read, write, and speak the Spanish language at the technical and professional level. A minimum score of 3/3 on the FSI scale is required. 10.Demonstrated proficiency in Microsoft Office Suite. 11.Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within the first 120 days of assignment successfully. Evaluation Criteria: Factor 1Direct and Coordinate Actions (35 points) Demonstrated ability to direct personnel and coordinate aircraft operations in support of counter-narcotics operations and general law enforcement, aviation training and logistical support. Factor 2Planning, Organization (35 points) Demonstrated ability to plan, organize, and implement aviation operations, training and standardization programs, oversee maintenance, logistics, and aviation safety programs Factor 3Management (15 points) Demonstrated experience in aviation program management practices, knowledge, and use of regulations and guidelines, budget development and execution. Factor 4Experience/Past Performance(15 points) Evaluation of applicant's past performance in determining ability to perform under the contract. In conducting the evaluation, the US Government reserves the right to utilize all previous professional evaluations and information available at the time of evaluation whether provided by applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
