Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-80 Effective on March 2, 2015. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://farsite.hill.af.mil/. The Offeror must quote on an all or none basis. The Government intends to award a Firm Fixed Price Contract for a weeklong camp 26 July - 1 August 2015 for ages 9-17. The Government will award a contract resulting from this solicitation to the responsible contractor that meets the minimum technical requirement at the lowest price. Since award will be made without discussions, it is highly encouraged to quote your most advantageous pricing in your initial response. This requirement is unrestricted, full and open competition. For quoting this event, be sure to follow the Contract Line Item Structure listed below: REQUIREMENT: CLIN 0001 - Campers *Meals, lodging, and recreational activities should be included in price. The offeror shall submit an electronic copy of their signed and dated offer via e-mail to Marissa Day at marissa.l.day.mil@mail.mil with the solicitation number in the subject block NLT May 20, 2015 at 11:00 AM EST. Include your DUNS number, Tax ID number, and cage code on your quote. Be sure to attach the full menu and activities schedule as stated in CLIN 0001. Request for Information (RFI): All questions must be in the form of an RFI in writing to Marissa Day at marissa.l.day.mil@mail.mil no later than May 18, 2015 at 11:00 AM EST. Those RFIs not received within the prescribed date and time will not be considered. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999) which is incorporated into this Request for Quote with an addendum to paragraph (a) as follows: The Government will award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability and Price. If products from offerors are found to be technically equivalent, then lowest price will be the determining factor. Technical acceptability will be determined by the following: 1. Camp is located within New Hampshire. 2. All items in the Statement of Work shall be met. FAR 52.212-3, Offeror Representations and Certifications (APR 2012) - Commercial Items applies to this Request for Quotation and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website SAM (https://www.sam.gov/).
