- STATUS UPDATE AS OF MAY 12, 2015: The Transportation Security Administration (TSA) is in the process of developing the final acquisition strategy based on industry feedback received during the market research phase. As such, TSA anticipates migrating its Information Technology (IT) systems to the Department of Homeland Security (DHS) Data Center beginning this year. Additionally, TSA anticipates obtaining the Human Resources (HR) services required for the Personnel Futures Program that will not be transitioned in-house, through a portfolio approach consisting of three separate procurements: (1.) Personnel, Payroll, & Benefits; (2.) Recruitment and Hiring; and (3.) A TSA-wide Customer Service Center. Specific information regarding the timeframes and acquisition methods for these procurements can be anticipated around the third quarter of Fiscal Year (FY) 2015. Industry feedback regarding the intended portfolio approach, recommended acquisition methods, Contract Line Item Number (CLIN) structure, or terms and conditions, may be provided electronically to PFPAcqTeam@tsa.dhs.gov through June 12, 2015 at noon (EST). Feedback provided shall not exceed three (3) pages in length, and must be legible, single-spaced, typewritten (on one side only), in a type size not smaller than twelve (12) point proportional font, on paper not larger than eight-and-a-half (8 ½) by eleven (11) inches. All questions and inquiries regarding this requirement should be directed via email to PFPAcqTeam@tsa.dhs.gov. STATUS UPDATE: TSA has concluded our industry engagement efforts and market research for our Human Capital Operations Services requirement. Market research was conducted on a full and open basis via Sources Sought Notices, Requests for Information and targeted Industry Days. Market research was conducted in accordance with FAR Part 10 "Market Research", FAR 15.201 "Exchanges with Industry before Receipt of Proposals", and the Department of Homeland Security's guidance on vendor engagement. TSA has gathered industry feedback, perspective and recommendations regarding suitable approaches to acquire and modernize our services. TSA has also learned about current leading practices that may help gain some efficiency in our requirements and proposal process. Ultimately TSA plans to obtain quality services by clearly communicating requirements and expected outcomes in the work statement and contract terms and conditions. TSA is moving into the acquisition planning phase and intends to use additional techniques as permitted by the FAR to continue promoting early exchanges of information with industry. You may anticipate additional information being provided regarding this requirement approximately around the third quarter of FY2015. Human capital services includes Benefits Processing and Management; Staff Acquisition; Human Resources Development; Separation Management; Data Reporting; Customer Service Center and User Support. These industry days seek a varied representation of both companies and ideas for executing TSA's human capital services. The first industry day invites participants with experience in Personnel, Payroll and Benefits (PP&B) Processing, specifically Personnel and Payroll Action Processing; Compensation Management; and Benefits Action Processing and Management. TSA is conducting market research for the following functional areas: Personnel and Payroll Action Processing; Compensation Management; Benefits Management; Staff Acquisition; Human Resources Development; Separation Management; Data Reporting; and Customer Services and User Support.
