- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. APG-ADL-B.5152.206-4400 INTENT TO SOLICIT ONLY ONE SOURCE (SEP 2003) The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is Axus Technology, 7001 W. Erie Street, Chandler, AZ, 85226. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX-15-T-0023 This acquisition is issued as an Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. (iv) The associated NAICS code is 333242.The small business size standard is 500. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001Chemical Mechanical Polishing in accordance with Basic Statement of Work ans subsequent Task Orders. (vi) Description of requirements: BASIC PERFORMANCE WORK STATEMENT C.1 Background The purpose of this Performance Work Statement (PWS) is to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle(s) under which Task Orders (TOs) may be issued to complete Chemical Mechanical Polishing (CMP) on Government Furnished Materials (GFM), consisting of plasma enhanced chemical vapor deposited (PECVD) coatings on silicon substrates to enable the Army Research Lab to achieve state-of-the-art textured platinum and lead zirconate titanate thin films used in the research and development of radio frequency components for radio and radar systems. C.2 Objective The Contractor shall provide all labor and material needed to complete the CMP. The Contractor shall receive GFP from the Government, execute the specific polish type identified in subsequent Task Orders, and deliver the polished wafers and CMP processing results to the COR. C.3. Requirements C.3.1. The Contractor shall ensure that the plasma enhanced chemical vapor deposited (PECVD) coatings are polished with a final surface roughness at a maximum of 10 Angstroms. The three different types of polish that may be required by subsequent Task Orders are as follows. C.3.1.1 Short (a maximum 2500 Angstroms) C.3.1.2 Medium (a minimum 2500 to a maximum 10,000 Angstroms C.3.1.3 Long (a minimum 10,000 Angstroms to a maximum 30,000 Angstroms) C.3.2 Upon selection from C.3.1, the Technical Point of Contact (TPOC) will provide the GFM in the form of a minimum one (1) batch of 10 wafers and a maximum Eight (8) batches of 10 wafers to the Contractor Axus Technology at 7001 W. Erie St., Suite 1. Chandler, AZ 85226. C.3.3 Upon receipt of the GFM, the Contractor shall perform Chemical Mechanical Polishing of the MEMS device wafers to reach a polish with a final surface roughness less than 10 Angstroms. C.3.4 The Contractor shall provide all parts and labor to ensure the GFM is polished to meet the Government minimum requirements. C.3.5 Upon completion of the polishing, the Contractor shall return all MEMS device wafers to the TPOC at ARL (2800 Powder Mill Rd. Adelphi, MD, 20783) and provide an electronic report on the CMP processing results. C.4 Deliverables The Contractor shall provide an electronic report on the CMP processing results to the TPOC after each batch of wafers is completed. C.5 Distriubution Statement Distribution Statement B. Distribution authorized to U.S. Government agencies only in order to protect proprietary processes of the contractor. C.3.1.2 Upon receipt of two (2) batches of 10 wafers, the Contractor shall perform Short Chemical Mechanical Polishing of the MEMS device wafers to reach a polish with a final surface roughness of a maximum 10 Angstroms. C.3.1.3 The Contractor shall provide all parts and labor to ensure the GFM is polished to meet the Government minimum requirements. C.3.1.4 Upon completion of the polishing, the Contractor shall ship all post-polished GFM in the form of two (2) batches of 10 wafers to the TPOC at ARL (2800 Powder Mill Rd. Adelphi, MD, 20783) and provide an electronic report on the CMP processing results. C.4 Deliverables The Contractor shall provide an electronic report on the CMP processing results to the TPOC after each batch of wafers is completed. Other requests for this document shall be referred to the Army Research Laboratory, (vii) The Ordering Period is three (3) years. Delivery shall be made to US ARMY RESEARCH LABORATORY, SHIPPING AND RECEIVING BLDG 102, 2800 POWDER MILL ROAD, ADELPHI, MD 20783-1138. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Not Applicable - Intent to Sole Source to Axus Technology; No Evaluation is required. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause.
