Description

VA257-14-R-0728 - The Department of Veterans Affairs currently occupies medical space in a building under lease in Palestine, Texas that will be expiring. The Government is seeking to lease approximately 9,999 contiguous rentable square feet of medical space. The lease term shall be 10 Years, 5 Years Firm, with Government termination rights, in whole or in part, effective at any time after the Firm Term of the Lease by providing not less than 90 days' prior written notice. The space must be available for occupancy by April 01, 2016. Estimated award FY2016. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space. The delineated area is within the City limits of Palestine, Texas. Other applicable requirements include (not inclusive): 1. The Government requires 75 structured/inside parking spaces and 07 surface/outside parking spaces, reserved for the exclusive use of the Government. 2. The space must be handicap accessible in accordance with the Uniform Federal Accessibility Standards (4 CFR 101-19.6, App A) 3. The space must be move-in ready and accessible to public transportation and highways. 4. The Offeror is advised that doing business with the Government carries special responsibilities with respect to sustainability, fire protection and life safety, and security, as well as other requirements not typically found in private commercial leases. 5. Ownership of property must be presented prior to award. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. Interested parties who wish to submit potential properties should submit a request via email to steven.moya@va.gov no later than 4:00 CST June 10, 2015. Upon receipt of potential offeror's request, a complete bid packet shall be sent out. Timelines: Interested parties request receipt no later than 4:00 CST June 10, 2015. RFI period shall close 4:00 CST June 05, 2015. Solicitation shall close 4:00 CST July 08, 2015.
