Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. DTRA has a requirement for five (5) ea., RSMeans Online Software License, to provide construction support for its test and evaluation efforts. These efforts involve heavy construction of non- standard projects to exacting specifications. A key element to the effective construction of these projects is the accurate estimation of cost and schedule. The government intends to issue a sole source contract to RSMeans, Inc. (The Gordian Group), of Greenville, SC for Civil Composite (Professional), Item #66201p. The government believes that RSMeans is the only source capable of providing the required RSMeans Online Software license, and that no similar product exists that will satisfy the requirement. Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required items, no later than 29 May 2015 by 5:00 PM, MST.
