- This is a Sources Sought announcement seeking responses in order to determine possible sources available for participation in this acquisition. This Sources Sought Notice is issued solely to identify prime contractor sources and determine their capabilities to fulfill the Government's requirement. This notice does not constitute an RFP or a promise to issue an RFP in the future. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this Sources Sought Notice. The U.S. Forest Service, Washington Office International Programs office are seeking U.S. any business's with capability for providing Design and Construction Services in West Africa for the STEWARD WASH Program. The primary STEWARD program is a forest conservation and livelihoods program that partners with communities, local and international NGOs to deliver technical assistance in the areas of agriculture, natural resource management, community-managed and co-managed forests, and village savings and loans associations. US Forest Service has been managing STEWARD programs for over 5 years, and is now in its final year of implementation. The WASH project involves the design and renovation of existing WASH infrastructure and systems, including, but not limited to the design and construction of latrines, rain water harvesting system, extended limited mechanized system and borehole drilling for the installation of new infrastructure and systems in STEWARD communities in West Africa. This will provide safe water for drinking for to 20,000 people and improved sanitation facilities for up to 5,000 people. The STEWARD WASH program area is located in the Upper Guinean Tropical Forest region and along the transboundary zones of Guinea, Sierra Leone, Liberia, and Ivory Coast. The WASH infrastructure and systems are to be built in 43 communities and 12 schools. The program area is divided into two priority zones-PZ1 and PZ2. • PZ1 is along the northern border of Sierra Leone and Guinea; on the Sierra Leone side is the Outamba Kilimi National Park, and on the Guinea side are the Madina Oula, Soya and Oure Kaba subprefectures. 15 of the PZ1 communities are in Guinea: Yana, Tanene, Kaboya, Ferekoray, Sanya, Kabouyah, Fondokhori, Moria, Doumbayah, Yamba, Kuku, Kortor, Komoya, Samaya, Famayah. 9 of the PZ1 communities are in Sierra Leone: Kouloundala, Berteyah, Dar Es Salam, Sekousouriya, Kebeguiyah, Kansema, Badet Kanty, Kolba, Kegbeley. • PZ2 is the transboundary area of Ivory Coast, Guinea, and Liberia within the region of the Nimba mountains. There are 6 communities in Ivory Coast: Gbapleu, Bouan House, Kpoleu, Gbantopleu, Danipleu, Yeale. 12 communities are in Guinea: Bourata, Doromou, Gbie, Foromata, Gonomanota, Goamo, Gbakore, Ziguepo, Seringbara, Nyon, Thuo, and Bossou. The North American Industry Classification System (NAICS) code for this acquisition is 237990. Your response shall include the following information: size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), revenue for the last three years, relevant past performance on same/similar work for not more than five years and your company's capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearing and adequately.
