Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An offeror is expected to submit sufficient information in response to the Request for Quotes (RFQ) to allow for the evaluation of his/her quotation. It is up to the vendor that is providing an quote mark or equal product quote mark to provide an explanation of its quote mark Equal quote mark to our Brand Name. Failure to provide information could deem proposal unacceptable. All quotations submitted with equivalent supplies shall provide a matrix that directly point back to all MEC's. Ensure the quote indicates option pricing for the identified items. See solicitation for full details. Minimum Essential Characteristics (MEC) Brand Name of Equal: Fragment Analyzer (Advanced Analytical) General: To support the increased workload in the Armed Forces DNA Identification Laboratory (AFDIL) DNA identification and data basing activities, and to provide novel methods for recovering DNA data from the most difficult specimens, the AFDIL is currently evaluating new PCR amplification and sequencing techniques, specifically next generation sequencing (NGS). 1. Fragment Analyzer Automated CE System -48/96 capillary System (includes instrument & computer/analysis software) Purpose: The available kits for the Fragment Analyzer must ensure the sensitivity (as low as 5pg/ L) and sizing capabilities ( 10,000 bp), necessary for use in multiple AFDIL methods. Additionally, the method of detection prevents carryover (cross-contamination) between runs, negative impact from inhibitors and adverse effects from temperature fluctuations. The accompanying software must allow the analysis of both amplification products and smears. The instrument must be able to determine the size, concentration and molarity, and allow the output of the data for further analysis or usage in downstream processing. Specifications: Must employ capillary electrophoresis technology/methodology Ready-to-use kits must be available for the determination of the DNA size, concentration and sample molarity Must analyze between 96-250 or better samples without user intervention Must analyze 96 samples in less than 1 hour Must require less than 2 L of input sample Must provide sensitivity down to 5pg/ L for amplicons; 100pg/ L for smears Must provide resolution down to 2 bp or better Must ensure no carryover of assayed sample between runs; i.e. no cross-contamination Must detect fragments 10,000 bp Must provide reliable calculation of size and concentration of amplicons and smears Must provide automatic determination of molarity Must have ability to export reports and results to PDF or Excel Vendor must supply Windows 7 PC and accompanying analysis software Must have Installation and training services available W81XWH-15-T-0239 Page 38 of 79 Must have overall dimensions no greater than 40 quote mark Wx24 quote mark Dx34 quote mark H for placement of Fragment Analyzer or equal system and computer workstation Voltage: 100 to 120 V Current: 15A (max) Frequency: 50/60 Hz Gross total weight of no more than 125 lbs 1 year warranty (from date of shipment) 2. 96-Capillary Array Cartridge 50 um (ID) 33 cm (EFF), 55 cm (TOT), 10mL (RES) Purpose: A capillary electrophoresis cartridge; required component for proper functioning of the Fragment Analyzer or equal system. Specifications: Must include 96 Capillaries Must be replaceable Must contain capillaries of 33 cm (EFF) in length or longer Must contain capillaries with 50um (Inner Diameter) or larger 3. Fragment Analyzer Operational Qualification Kit Purpose: Reagents needed for installation and initial qualification of instrument. The Operational Qualification (OQ) kit serves to ensure that the Fragment Analyzer or equal instrument, computer, and all necessary accessories are operating as intended and that all quality control criteria are met. All initial qualification steps (at installation) are to be performed by an contractor or their representative. 4. Fluorescent System Installation and Training Purpose: On-site training for initial start-up and Operational Qualification of instrumentation and initial sample processing. To be preformed at the below location. Armed Forces Medical Examiner System 115 Purple Heart Ave Dover AFB, DE 19902-5051 Specifications: Installation and initial qualification of instrument to be performed by the contractor or their representative. Installation and initial qualification to include but not limited to: o Uncrating and connection of instrument and peripheral computer and monitor o Completion of all processes and system checks needed to make instrument operational; utilizing the contractor Operational Qualification kit On-site training and support to the customer by the contractor or their representative. Training to include but not limited to: o In-lab demonstration of use of instrumentation and associated software. o In-lab processing of laboratory supplied samples, demonstrating the proper functioning of the instrument o Acknowledgement by the contractor that the customer is proficient in the use of the Fragment Analyzer or equal instrumentation. 5. Reagents and Kits for Initial Validation W81XWH-15-T-0239 Page 39 of 79 Purpose: The following reagents/kits are necessary to initiate the optimization and validation process of the instrument upon installation at AFDIL. Absence of these kits will significantly delay the validation and implementation of the optimized NGS procedure.
