- SYNOPSIS OF PROPOSED MODIFICATION TO CONTRACT ACTION Modification No. 0001 to DE-EM0003207 FAR SUBPARTS 5.1 & 5.2 Procurement Type: Notice of Intent to modify an existing Sole Source Contract (Special Notice) Classification Code: B ? Special Studies and Analysis ? Not R&D NAICS Code: 541990 All Other Professional, Scientific, and Technical Services Title: Understanding the Nucleation and Crystallization Kinetics of Sodium and Alumina-Rich High Level Nuclear Waste Glasses in Support of the DOE Waste Treatment and Immobilization Plant Description: The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to modify an existing contract by means other than full and open competition, pursuant to Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Rutgers University, School of Engineering, Department of Materials Science and Engineering, located in New Brunswick, N.J. The purpose of the modification of an existing contract is for studies, analyses, and information providing a comprehensive understanding of the nucleation and crystallization kinetics of sodium and alumina-rich high level nuclear waste glasses. The effects of glass composition on nepheline crystallization and resultant chemical durability are poorly understood; however, the outcomes of the studies are expected to significantly contribute to a more comprehensive understanding of this issue, and may provide DOE ORP?s with the ability to significantly reduce the cost (in millions of dollars) of the DOE Waste Treatment and Immobilization Plant. The estimated total cost of this modification to an existing contract action is $650,000 for an estimated three-year period of performance from September 2015 to September 2018. Although DOE ORP is not currently aware of other sources capable of filling this requirement, DOE ORP invites interested Small Businesses (NAICS Code 541990, Size Standard $14M) to submit a Statement of Capability for DOE ORP review and a determination whether this requirement could be modified competitively.
