Damaged Wide Area Multilateration (WAM) System Evaluation/Repair/Replacement Notice of Contract Action (NOCA) Solicitation Number: FA8730-15-R-0024 Notice Type: Presolicitation Notice - Synopsis Synopsis: NOTICE OF CONTRACT ACTION (NOCA) NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS This is a notice of intent to award a sole-source supplemental agreement under the statutory authority of 10 USC 2304(c)(1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), only one responsible source is capable of providing the services required at the level of quality required because the services are unique or highly specialized and award to any other source would result in unacceptable delays in fulfilling the agency's requirements. Saab Sensis is the only responsible source that can provide the equipment and services required for the current critical mission support to the Kyrgyz Republic under Foreign Military Sales (FMS) case S4-D-QBF. The delivered WAM systems provide Air Traffic Control radar coverage for the entire country of the Kyrgyz Republic. Delivered spare parts and equipment were damaged by water. Replacement systems or components must be from the Original Equipment Manufacturer (OEM) to ensure maintainability and interoperability with the current fielded systems, and preserve the existing warranty. Substitution is not authorized. At this time, there are no other contractors that are capable of servicing, repairing or providing new/refurbished spare parts as required. No further work is envisioned after this effort via FMS case S4-D-QBF. Upon completion of this effort the Kyrgyz Republic will be responsible for operating and sustaining of their accepted WAM systems. The sole-source contract will allow Saab Sensis to provide refresher WAM training, replace spare parts damaged beyond economical repair, and test/repair water-damaged parts previously delivered to the Kyrgyz Republic. This sole-source action will result in a contract action with an estimated budget of $625K. The sole purpose of the contract is to provide the Kyrgyz Republic the capability to operate and sustain the flight checked WAM systems delivered under FMS case S4-D-QBF. This notice does not constitute a Request for Proposal (RFP). Interested parties may submit a capabilities statement which shall be considered by the Government to the identified point of contact no later than 15 June 2015, 4:00 PM, EST. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this action on a competitive basis. No RFP will be issued based upon this Notice of Intent. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided. This notice is not a commitment from the Government. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
