P15PS01490 SOW for Option Buy Shiloh NMP Synopsis Soliciatation Contract Clauses Commercial Statement of Work Vicksburg Cannons This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The National Park Service is seeking a contractor capable of providing all labor, supplies, materials and equipment for the manufacture of the specified items within this solicitation. See attached Scope of Work for additional details. FOB: Destination for delivery to Vicksburg National Military Park, Vicksburg, MS and an Option Buy, Subject to Availability of Funding for delivery to Shiloh National Military Park, Shiloh, TN. Magnitude of this project is $250,000 to $300,000 (not including the Option Buy). Procurement is being conducted as a total Small Business Set-Aside. The applicable NAICS code for this project is 339999 with a size standard of 500 employees. In addition the clause at 52.212-5; Contract Terms and Conditions - Commercial Items applies to this solicitation. Specifically, the following clauses cited are applicable: FAR 52.232.33 Payment by Electronic Funds Transfer- SAM Registration. PRICE SHALL INCLUDE FOB DESTINATION CHARGES. The solicitation will be issued as a Request for Quote (RFQ) under the solicitation number P15PS01490. Award will be made to a single or multiple contractors based on the best interest of the government. Individual Park requirements will not be separated in the case of multiple awards. The Government may elect to award a single delivery order contract or task order contract or to award multiple delivery order contracts or task order contracts for the same or similar supplies or services to two or more sources under this solicitation. In addition to other factors, bids will be evaluated on the basis of advantages and disadvantages to the Government that might result from making more than one award (multiple awards). It is assumed, for the purpose of evaluating bids that $500 would be the administrative cost to the Government for issuing and administering each contract awarded under this solicitation, and individual awards will be for the items or combinations of items that result in the lowest aggregate cost to the Government, including the assumed administrative costs. Award will be based on the best value to the government. All responsible sources may submit a quote, which will be considered by the Government. Offerors must ensure the provision FAR 52.212-3, Offeror Representation and Certifications-Commercial Items (Aug 2009), and its Alternate I (Apr 2002) and DFARS 252.225-7000. Clauses and provisions may be accessed via the Internet, https://www.acquisition.gov/far/ All referenced Federal Acquisition Regulation (FAR) clauses and provisions in this solicitation may be accessed via the internet at https://www.acquisition.gov/far/ (a) All quotes are due on or before 1500 hours, Central Standard Time (CST), MONDAY, 6 JULY 2015. By regular mail, proposals shall be mailed to: Yancey Davis, Contracting Officer, 2680 Natchez Trace Parkway, Tupelo, MS 38804. Quotes must reference the solicitation number. E-Quotes may be submitted through the fbo.gov website, and are due on or before the date and time listed above. All requests for information regarding this solicitation shall be submitted in writing to the Contracting Officer at Yancey_Davis@nps.gov The deadline for requests for information is 5 calendar days prior to quote deadline. (b) Submission Requirements. The contractor shall provide evidence that it can meet the Government's requirements stated in description of items above. This information will be forwarded to the Using Activity for evaluation to determine if the contractor is capable of meeting the Government's requirement. (c) Basis For Award. Award will be made to the successful offeror based on the following: (1) Offeror meets the submission requirements stated above. (2) Offeror provides the best value to the Government under areas of consideration. Lowest Price Technically Acceptable. (d) System for Award Management (SAM). Offerors must be registered in the SAM database to receive a contract award.
