Description
In accordance with Federal Acquisition Regulation (FAR) 15.201 quote mark Exchange with industry before receipt of proposals quote mark, this Sources Sought is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation or commitment by the Government nor will the Government pay for information solicited. The information resulting from this Sources Sought will determine if there are qualified small businesses available in the marketplace to pursue a competitive procurement in accordance with (IAW) FAR Part 15. The Government anticipates issuing a Request for Proposal (RFP) in June 2015. This Sources Sought does not restrict the Government to an ultimate acquisition approach. No evaluation letters and/or results will be issued to the respondents. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. Offerors not responding to this Sources Sought will not be precluded from responding to the solicitation. When the solicitation is released, it will be synopsized in Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. It is the responsibility of any potential Offeror to monitor this site for the release of any solicitation or synopsis. The U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) is the nation's leading science and technology laboratory in the area of medical chemical countermeasures research and development. USAMRICD manages a diversified portfolio of medical chemical warfare agent research projects for the Department of Defense (DoD) and other Federal Agencies. USAMRICD's strategic plan relies on the outstanding performance of scientists and support personnel and the ability to exceed expectations on customer directed research projects. As DoD's lead laboratory for the development of medical countermeasures against chemical threat agents, the USAMRICD is increasingly called upon to provide expert analytical and consultative services related to medical chemical defense research and to the medical management of chemical casualties. The Institute's growing national and international customer base includes other Government agencies, academia, pharmaceutical companies and commercial enterprises. The USAMRICD requires specialized expertise for the maintenance and custom computer programming of the Enterprise Safety Application Management System (ESAMS). ESAMS provides a mechanism for the centralized collection of data with a core repository of information utilizing integrated applications and standardized responses for data accountability and evaluation. ESAMS is not just a data collection tool but performs automated site specific analysis functions across various applications and stores historical data that would not be available in any other system currently utilized by USAMRICD. Standardizing Safety and Occupational Health program management functions and data call responses will improve accuracy, provide real-time data, and result in better business decisions increasing efficiency and cost savings throughout USAMRICD. ESAMS will greatly affect the way the Plans, Operations, and Training Directorate and the Safety Directorate conducts daily business by streamlining operations and automating training, tracking, and inspection data collection. USAMRICD also requires a 500 user license of ESAMS.
