- THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to negotiate on a sole source basis a contract to Verizon Communications-NJ, Centralized Engineering Services, 6000 Hadley Rd South, Plainfield, NJ 07080. This sole source Service contract is required for design of utility relocations and upgrades necessitated by construction of the Port Monmouth Hurricane and Storm Damage Reduction Project, Raritan Bay and Sandy Hook Bay, located within Middletown Township, in Monmouth County, NJ. The flood risk management components of this project include tide gates, levees, floodwalls, pump stations, road closure structures, road raising and regrading, and wetland mitigation. The US Army Corps of Engineers, New York District requires utility relocations and upgrades in order to construct these features. Verizon is the owner and operator of the telecommunication utilities; therefore, they need to provide a design and plan to relocate and upgrade their utilities such that they will continue to operate in a manner that will support the project's need. The design work needs to be performed by Verizon as it is for their infrastructure that they will continue to own and maintain and they do not allow other parties to perform design work for their facilities. It is urgent that this work is completed as soon as possible since this design needs to be completed prior to the US Army Corps of Engineers, New York District awarding the construction contracts for the Port Monmouth project which is funded under the Disaster Relief Appropriations Act of 2013 (PL 113-2) to provide disaster assistance for Hurricane Sandy. Verizon will not perform work for any other project or program under this specific contract action. This is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Government requirements. Responses due by June 24, 2015 to brian.klug@usace.army.mil
