- This Request for Information (RFI) is in reference to the draft LCU 2000 SLEP and OCCM solicitation (W56HZV-15-R-0069) released December 2014. All interested LCU 2000 participants must balance affordability with the achievement of the SLEP Repower Modification, SLEP Engineering Change Proposal (ECP) Modifications and OCCM. The affordability target in year one of the contract for the SLEP Repower Modification, tiered SLEP ECP modifications and associated TDPs is $19,935,000 for both vessels. The affordability target for the OCCM is $6,538,000 for both vessels. The remaining tasks described in the draft solicitation; (e.g. LOG products, training, Technical Manuals and MITD engine set, etc.) do not fall under the affordability targets and shall be priced accordingly in the participant's proposal to the final solicitation. The SLEP Repower Modification, OCCM, and SLEP ECP Modifications have been prioritized in the following groups. Tier 1 is mandatory, it MUST be included and priced. For Tiers 2-5, all ECPs within the previous tier must be priced in order to price any of the subsequent tiers (e.g. All four ECPs within Tier 2 must be priced before any in Tier 3 can be priced). Tier 1: SLEP Repower Modification and OCCM. Tier 2 (ECPs): NSWC-V-5213 - LCU 2000 Class Engine Operating Station (EOS) (2-ton) & Pilot House (4-ton) Air Conditioning Units. NSWC-V-6017 - LCU 2000 Class House (16-Ton) Air Conditioning Unit. NSWC-V-7686 - LCU 2000 Class Gun Mount, Ballistic Plating and Ammo/Armor Stowage. NSWC-V-7691 - LCU 2000 Class Remote Motor Controllers. Tier 3 (ECPs): NSWC-V-7684 - LCU 2000 Class Forward Anchor Winches and Aft Controls. NSWC-V-7688 - LCU 2000 Class Galley Mess Equipment and Arrangement. NSWC-V-7689 - LCU 2000 Class Dry Storage and Refrigeration Equipment. NSWC-V-7693 - LCU 2000 Class Bow Thruster Compartment Bilge/Ballast Valves. Tier 4 (ECPs): NSWC-V-7687 - LCU 2000 Class Passive Force Protection Device Power Supply. NSWC-V-7690 - LCU 2000 Class Head Refurbishment. NSWC-V-7692 - LCU 2000 Class Seawater Flush System. Tier 5 (ECPs): TACV-9154 LCU-2000 Army Watercraft Module Berthing (AWM-B) Integration Kit While low-cost is certainly a desired trait for any technology, it is not a limiting factor. The Government is seeking industry responses to whether a participant is capable of producing the SLEP Repower Modification, SLEP ECP modifications, and OCCM within the affordability targets indicated above. If the affordability target costs are restrictive, up to what level of effort is the participant capable of achieving within the affordability targets? The Government is NOT asking for any pricing information at this time, only to what level of achievement the participant can perform within the affordability targets.
