- 100% SMALL BUSINESS SET ASIDE The National Cemetery Administration (NCA) is soliciting offers under Solicitation Number VA786-15-Q-0261 to provide replacement Blank Marble Columbarium (I1) Niche Covers. Replacements must be comparable in color and shading to the existing ones at the Ft. Sam Houston National Cemetery. Sources from different states are acceptable if the MPS, Program Support Unit's evaluation of a sample confirms that a suitable match will result for color, visual texture, finish, and testing standards. For aesthetic purposes, the supplied material shall match existing material having characteristics of granite from Alabama. Marble must conform to the definition of marble as defined by ASTM- C119. Marble provided under this contract shall be high grade, fine grained material as classified by the National Building Marble Quarries Association. It shall be free of cracks, seams, or starts which may impair its integrity or readability of the inscription. The face and sides of each niche cover shall be uniformly machine honed to a finish utilizing an 80 grit displaying a smooth satin surface, free of scratches, saw marks, rust spots and skips. The back of the niche covers shall have a smooth sawn finish or better. All edges along the front, back and corners shall be uniformly rounded with a smooth 1/16 inch to 1/8 inch eased-edge aris (or chamfer). The overall whiteness of the marble exclusive of allowable coloration shall be no less than standard number N8.5 or higher of the Munsell Neutral Value Scale, Matte 31 - step scale. Variations in coloration shall blend gradually with the white background. Blotches of color, or clouding and veining which is in sharp contrast with the background whiteness, which would inhibit ease of legibility of the inscription, or which presents an objectionable appearance shall be cause for rejection. Each niche cover shall be free from defects in workmanship. Chips, cracks, open seams, or abraded edges, will not be permitted and the repair or patching of any such defects is prohibited and will be cause for rejection. Responses to the solicitation are due by 2:00 p.m. on or about June 19, 2015. Offerors are advised that they are responsible for obtaining amendments to the solicitation which will be available at FedBizOpps. Evaluation criteria for this award will be Lowest Price Technically Acceptable (LPTA). Award will be made to the vendor whose price is lowest amongst all quotes provided and is deemed to be TECHNICALLY ACCEPTABLE. Having the lowest price does not automatically constitute the premise for award. If your quote is the lowest price, but your product does not meet the salient characteristics as set forth in this solicitation, you will not be awarded the contract. All proposals must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov.
