- Description
- The Veterans Affairs Medical Center (VAMC) - Cincinnati, OH, has a requirement for Project 539-16-208, "Certify Sustainable Buildings". The Contractor shall provide all labor, materials, equipment, insurance, supervision and any other items required to complete project "Certify Sustainable Buildings", at the VAMC, 3200 Vine Street, Cincinnati, OH 45220, in accordance with the specifications and drawings. Work includes reprogramming and adding devices to two air handling units; adding static pressure control on the lab exhaust fan and replace the bypass damper to a larger size and add control, removal of an existing exhaust fan, reprogramming of multiple terminal boxes, addition of an air quality system to monitor the room air and provide feedback to the building automation system for air change reset, addition of room pressure control in multiple spaces, modification of existing fume hoods to convert to variable air volume, addition of dampers and controls in the exhaust ductwork in multiple rooms, electrical work, restoration of building finishes, and other work as described in the drawings and specifications. The Certify Sustainable Buildings project is necessary to abate asbestos before the piping fails and creates a situation where steam is released and an emergency repair has to be done. The failed piping would drench the room below with steam causing an unsafe situation and promote the growth of mold. Contractor shall completely prepare site for building operations, including demolition and removal of existing equipment, and furnish labor and materials and perform work for the removal of existing equipment, and furnish labor and materials and perform work for installation of dampers in the exhaust air paths in specified rooms, modify the existing control flow control setpoints in the existing terminal unit control systems, modify programming in two air handling units (static pressure control and safeties), add static pressure control to the common lab exhaust fan on the roof, install room pressure monitors and the associated hardware and software to manage space pressure in the associated rooms, install an extension to the adjacent building 14's optinet control system, and modify existing fume hoods from constant air volume to variable air volume. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). In accordance with Veterans Affairs Acquisition Regulation (VAAR) 852.219-10(c) (4), the SDVOSB Contractor or SDVOSB Sub-Contractor is required to perform a minimum of 25% of the construction work on the project. Duration of the project should not exceed 150 calendar days from receipt of the Notice to Proceed (NTP). A one-time only site visit will be scheduled and that information will be in the solicitation package. Solicitation documents, including specifications and drawings, will be available electronically on or about June 29, 2015, with bid opening approximately 30 days later, at the following website: www.fbo.gov. **NOTE: Interested Bidders are strongly encouraged to register at www.fbo.gov to receive notification of actions including posting of the solicitation and any amendments. Amendments to the solicitation will be posted at www.fbo.gov. Paper copies of the amendment will NOT be individually mailed. All requests for information are required to be in writing to the Contracting Officer. No telephone inquiries will be accepted. It is the interested Bidders' responsibility to be sure your questions were actually received in the contracting office for a response. The Contracting Officer cannot guarantee that a response to e-mailed questions will be received. One Hundred and Twenty (120) day bid acceptance period will be required. Bond information: A 20% Bid bond must be submitted with bid. Performance bond and payment bond will be required from the Contractor receiving award. A pre-proposal conference shall be held at a date, time, and location to be provided in the solicitation. In accordance with VAAR 836.204, the magnitude of this construction project is between $500,000.00 and $1,000,000.00. Bidders must be listed in the VetBiz Registry Vendor Information Pages at www.vetbiz.gov, currently registered in System for Award Management (SAM) at www.sam.gov, Experian - BusinessIQ, to name a few, to be eligible for award. Bidders MUST ensure registration in these websites are accurate, complete and have not expired prior to bid opening date.
